About this opportunity

The City of Philadelphia Procurement Department is soliciting quotes for general supplies for intake sites as a micro purchase, with bids due June 2, 2026. Award will be made as a whole or by line item at the City's discretion to the lowest responsive and responsible bidder; sellers must quote all items to be eligible.

Submission is required through the PHLContracts platform with a duly executed Consent and Authorization Agreement on file in the vendor profile or attached to the quote. A Seller Standard Operating Procedure Checklist governs the submission process, including mandatory completion of all required tabs, unit-cost quotations for each line item, answers to mandatory questions, acceptance of terms and conditions, and all required attachments. The LGBTQ Applicant Opportunity Data Form is optional. Local Business Entity (LBE) certification does not apply to small order purchases, though sellers may optionally indicate LBE status.

The contract term is fixed at 365 days from the effective date specified in PHLContracts, with automatic termination thereafter. The maximum contract value is currently less than $40,000 for firm limit delivery contracts, subject to annual adjustment tied to the Consumer Price Index-Urban percentage increase from January 1, 2020, rounded to the nearest $1,000. Quoted prices remain valid for 60 days from submission and must include delivery FOB Destination Point, exclusive of federal excise, transportation, and Pennsylvania sales and use taxes.

Sellers must maintain Workers' Compensation Insurance at statutory limits, General Liability Insurance of $500,000 per occurrence, and Automobile Liability Insurance of $300,000 per occurrence, with the City named as additional insured. Sellers must comply with all federal, state, and local laws, including Philadelphia business tax requirements. No delivery or services commence until official department notification is received. Quoted prices and terms are firm for 60 days from submission.
