About this opportunity

The City of Phoenix Finance Central Procurement Division is seeking proposals for General Police Towing Services through solicitation number GGS-25-0705, which aims to establish four separate contracts for towing, vehicle storage, and auctioning services across four distinct geographical zones of the Phoenix metropolitan area. The contract is set to commence on or about January 1, 2027, with an initial five-year term and five potential one-year extension options, totaling a possible ten-year contract period. The City anticipates approximately 2,000 to 2,500 monthly tow requests, with 90% of vehicles weighing 10,000 pounds or less. Contractors must provide comprehensive towing services, maintain sufficient storage facilities, and meet specific equipment requirements. Evaluation criteria will include organizational capacity, experience, equipment, storage facilities, key personnel, method of approach, and pricing, with the lowest price receiving maximum points. Key dates include a pre-offer conference on September 3, 2025, written inquiries due by September 12, 2025, and proposals due on October 8, 2025.

The solicitation includes Federal Transit Administration (FTA) certifications requiring compliance with various regulatory standards, including provisions for disadvantaged business enterprise participation. Contractors must provide comprehensive insurance coverage, including commercial general liability, automobile liability, and workers' compensation, with the City named as an additional insured. While specific set-aside designations are not explicitly detailed, the RFP emphasizes non-discrimination requirements and equal opportunity provisions. Contractors will be required to submit detailed pricing proposals, including rates for different tow levels, storage, and special circumstances, as well as a sales proceeds percentage from auction sales. The City will divide the service area into four geographical zones, with the potential for multiple contractors or a single contractor to serve all zones. Although a specific budget range is not provided, the comprehensive nature of the contract and the anticipated volume of monthly tow requests suggest a significant contract value for the selected service providers.
