About this opportunity
Hillsborough County Public Schools is seeking proposals for General Planning Services through a Request for Proposals (RFP) targeting consultants who are members of the American Institute of Certified Planners (AICP). The procurement aims to establish a list of qualified firms categorized by expertise, from which the school district will select contractors for specific planning projects based on their credentials and project requirements. Proposers are strongly encouraged, though not mandated, to have an Accredited member of the Congress of New Urbanism (CNU-A) on staff. The evaluation process will utilize a 100-point scoring system, with points distributed across specifications/scope of work (25 points), qualifications and experience (30 points), and cost/value (35 points), with potential additional points (0-10) for utilizing HCPS-registered Small Business Enterprises. Technical questions for the solicitation are due by May 6, 2025, and complete proposals must be electronically submitted via VendorLink by May 20, 2025, at 3:00 PM. The RFP allows for potential Phase 2 evaluations, which may include presentations or additional clarifying questions from the selection committee.
The contract will replace an existing agreement (#20044-MST-IV) expiring on June 18, 2025, with an estimated annual budget of $300,000. While no specific set-aside designations are explicitly highlighted, the RFP does provide incentive points for Small Business Enterprises registered with HCPS. The initial contract term will begin upon Board approval and can automatically renew for up to four additional one-year periods, contingent on budget appropriations, contractor performance, and ongoing organizational needs. Pricing is expected to remain firm against increases during the initial term. Hillsborough County Public Schools reserves multiple rights in the procurement process, including the ability to reject any or all proposals, cancel the solicitation, and negotiate terms with top-ranked proposers. The procurement is structured to create a flexible pool of planning consultants that can be strategically deployed based on specific project requirements and the unique expertise of selected firms.
