About this opportunity
The City of Doral, Florida is issuing a Request for Qualifications (RFQ) for general planning and zoning consulting services to be provided on an on-call, as-needed basis. The procurement seeks to establish a minimum pool of qualified planning consultant firms to support various municipal planning functions including staff augmentation during surge capacity periods, executive and director-level advisory support, Comprehensive Plan implementation, Land Development Code updates and modernization, development review and entitlements processing, quasi-judicial hearing support, annexation services, and special planning projects as directed by the Planning and Zoning Director. Respondents must meet minimum qualifications including five consecutive years of active engagement in planning and zoning consulting services to local, regional, or state governments; at least one principal planner holding AICP certification with five years of experience; five years of consecutive operation in Florida; and demonstrated financial stability, adequate equipment, and sufficient organizational capacity to execute services. The RFQ was advertised on February 10, 2026, with a non-mandatory pre-submittal conference scheduled for February 24, 2026 at 10:00 AM via Microsoft Teams; written questions are due by March 3, 2026 at 5:00 PM; and sealed proposals must be submitted electronically through the OpenGov Procurement Portal by March 11, 2026 at 2:00 PM. The evaluation committee will convene on March 18, 2026 at 10:00 AM at the City of Doral Government Center. Proposals will be evaluated on four weighted criteria: Experience and Qualifications of Firm and Team (25 points), Key Personnel Qualifications (25 points), Understanding of Scope of Services (40 points), and References and Track Record (10 points), for a total of 100 possible points. The initial contract term is one year with options to renew for two additional one-year periods, for a potential total contract duration of three years, with contract execution required within thirty days of City Council notification of award.
No set-aside designations for disadvantaged enterprises are specified in the RFQ documentation. Respondents must submit extensive documentation including audited financial statements for the past three fiscal years, five client references with contact information, a completed Bidder Qualification Statement, organizational charts, detailed project narratives, proof of occupational licenses and certifications, and multiple affidavits addressing non-collusion, conflicts of interest, and foreign entity compliance. Successful proposers must maintain Commercial General Liability insurance of $1,000,000 per occurrence with $2,000,000 general aggregate, Professional Liability/Errors and Omissions coverage of $2,000,000 per claim and policy aggregate, Automobile Liability insurance of $1,000,000 combined single limit, and Workers' Compensation coverage at statutory limits. No incumbent vendor or current contractor is identified in the RFQ. The City does not guarantee a minimum volume of work and reserves the right to select multiple firms, reject all proposals, or modify the scope at its discretion; compensation terms and hourly rate structure will be determined by the City based on individual work orders, with no specific contract budget or award value disclosed in the procurement documents. The award will be made to a minimum pool of qualified firms deemed most advantageous to the City, subject to City Council approval, in accordance with Florida Statute 287.055 (Consultants Competitive Negotiation Act).
