About this file
This is a Structural Narrative document prepared by Stantec Consulting Services for the City of Doral Police Headquarters Programming and Schematic Design project, dated November 19, 2025 (Revised January 9, 2026). The project involves the design and construction of a new three-level police station headquarters in Doral, Florida, serving as the primary command and administrative center for the city's law enforcement operations. The facility will include patrol and investigation units, evidence and property storage, briefing and training rooms, armory, sally port and vehicle storage, and associated support areas. The structure is designed as an essential facility (Risk Category IV) in compliance with the Florida Building Code 2023 and ASCE 7-22, with ultimate wind speed design loads of 195 mph to accommodate the Miami-Dade County High-Velocity Hurricane Zone (HVHZ) requirements. The proposed superstructure utilizes a reinforced concrete system consisting of cast-in-place concrete columns (18" x 18"), concrete girders, precast concrete joists (24" deep spaced at 6'-8" on center), tilt-up concrete walls (9-1/4" thick), and a cast-in-place slab (4-3/4" for 2-hour fire rating). Foundations will consist of a 6-inch soil-supported slab-on-grade with reinforcement, with the final design dependent upon a new geotechnical investigation to confirm subsurface conditions and groundwater elevation within the anticipated 3 to 5 feet below grade.
The structural design incorporates specified material strengths including concrete compressive strengths ranging from 3,500 psi for slabs on grade to 6,000 psi for precast joists, reinforcing steel at 60 ksi, and structural steel in accordance with ASTM A992 Grade 50 specifications. Design live loads vary by space type across the three levels, ranging from 30 psf for roof areas to 300 psf for evidence and record storage areas. All exterior glazing systems are specified for HVHZ compliance with products holding current Florida Product Approval or Miami-Dade Notice of Acceptance, designed for impact-resistance and pressure-rating at the 195 mph design wind speed. Concrete materials will incorporate low water-cement ratios and corrosion-resistant reinforcement suitable for South Florida exposure conditions, with all embedded hardware and connection elements galvanized to meet durability requirements. The document does not specify contract pricing, award dates, incumbent vendors, or renewal options, as it serves as a technical design narrative rather than a procurement document.

1.3 Current Project
Description
The proposed project consists of constructing a new three-level Police Station Headquarters in Doral, Florida. The facility will serve as the primary command and administrative center for the city’s law enforcement operations and will include patrol and investigation units, evidence and property storage, briefing and training rooms, armory, sally port and vehicle storage, and associated support areas. The structure will be designed as an essential facility (Risk Category IV) in accordance with the Florida Building Code 2023 and ASCE 7-22, located within the Miami-Dade County High Velocity Hurricane Zone (HVHZ).
Proposed Superstructure
The proposed three-level police headquarters in Doral will be constructed using a reinforced concrete structural system consisting of cast-in-place concrete columns, concrete girders, and a precast joist floor system. The floor and roof framing will comprise of precast concrete joists spanning between main girders, with a cast-in-place concrete slab placed over removable formwork to create a composite floor system. This configuration provides an efficient and constructible system with enhanced stiffness and vibration control.
Gravity loads will be supported by concrete columns and girders arranged on a regular grid to accommodate architectural planning and circulation. The joist system will span primarily in the east-west direction, transferring loads to the main girders and subsequently to the vertical column lines. Beam and joist depths will be coordinated with mechanical and architectural requirements to maintain ceiling clearances and achieve efficient structural performance.
Lateral load resistance will be provided by a system of tilt-up concrete walls and will be designed in accordance with ASCE 7-22 and the Florida Building Code 2023 requirements for Risk Category IV essential facilities in the Miami-Dade County HVHZ region.
Connections between precast joists and cast-in-place girders will be designed to ensure proper composite action and diaphragm continuity. The cast-in-place slab will act as a horizontal diaphragm transferring lateral forces to the moment frames and providing in-plane rigidity across each level. Reinforcement details at joist ends, bearing seats, and slab-to-beam interfaces will be configured to ensure reliable force transfer and prevent differential movement under service and ultimate loads.
Concrete strengths are anticipated to be 5,000 psi for columns and girders and 6,000 psi for precast joists, with low water-cement ratios and corrosion-resistant reinforcement suitable for South Florida exposure conditions. All embedded hardware and connection elements will be galvanized to meet durability requirements.
Preliminary sections are as follows:
1. Concrete Columns are 18” x 18”
2. Tilt-up walls are 9-1/4” thick
3. Floor joists are 24” deep spaced at 6’-8” O.C.
4. CIP slab is 4-3/4” for a 2-hour fire rating
Proposed Foundations
A new geotechnical investigation will be performed for the Doral Police Station Headquarters site to confirm subsurface conditions, groundwater elevation, and the recommended type of foundations (shallow/deep). Based on regional experience in the Doral area, the near-surface soils are expected to consist of loose to medium-dense sand and silty sand with variable limestone layers at depth, underlain by denser strata suitable for deep foundations. The groundwater table is anticipated to be within 3 to 5 feet below grade.
A 6-inch soil-supported slab-on-grade is planned for the first-floor level. Reinforcement will consist of welded wire fabric or deformed bars, with thickened slab areas provided at heavy-load locations such as evidence storage, sally port, and vehicle bays. Subgrade preparation will include compaction to 95% of modified Proctor density, installation of a vapor barrier, and fine grading to achieve uniform slab support.
If existing utilities or underground structures are found to conflict with proposed foundations, coordination will be carried out with the civil and utility design teams to resolve conflicts. The final foundation layout, spacing, and load distribution will be coordinated between the structural and geotechnical engineers during Design Development to confirm allowable capacities, settlement tolerances, and construction sequencing.

Reinforced Masonry
Concrete masonry unit (CMU) walls, should they be required, will have a design compressive strength will be f’m=2,000 psi. All masonry walls are proposed to be fully grouted, except partially grouted masonry walls may be specified for unloaded interior partitions.
Glazing and Fenestration
All exterior glazing systems, including windows, storefronts, curtain walls, and entry assemblies, will be designed and specified for compliance with the High Velocity Hurricane Zone (HVHZ) requirements of the Florida Building Code (FBC 2023). Products will be selected from systems that hold a current Florida Product Approval or a Miami- Dade Notice of Acceptance (NOA). Glazing assemblies will be impact-resistant and pressure-rated for the site design wind speed of 195 mph (Risk Category IV) in accordance with ASCE 7-22. Laminated safety glazing will be used throughout occupied areas, and framing systems will be anchored to the structural elements to transfer both positive and negative design pressures.
