City of Doral Police Headquarters - MEPFP & Technology Narrative
This document is a Mechanical, Electrical, Plumbing, Fire Protection, and Technology narrative prepared by Stantec Architecture Inc. for the City of Doral Police Headquarters building project (File No. 219421076). The project involves comprehensive MEP/FP systems design for a three-level police headquarters facility comprising approximately 58,600 square feet. The mechanical systems include five packaged rooftop units (RTUs) with direct expansion cooling and electric heat serving the building with approximately 30 tons of capacity for Levels 1 and 2 (two units per level) and 40 tons for Level 3, supplemented by fan-powered boxes serving approximately 50 zones across the facility. The electrical service is estimated at 1,762 amperes at 480Y/277V with a preliminary load of 1,055 kVA, supported by a 1,500 kilowatt diesel generator set with eight-hour fuel capacity. The plumbing systems include a 150 GPM domestic water supply with duplex booster pumping, sanitary and vent systems utilizing no-hub cast iron piping, storm drainage systems, and condensate drainage with specialized insulation. Fire protection encompasses a complete sprinkler system with 500 GPM fire pump, 6-inch fire service from the city main, and FM 200 suppression systems for communications rooms. The lighting design specifies all LED fixtures with occupancy sensors, daylight harvesting, and emergency battery backup systems. Design standards comply with the 2023 Florida Building Code, NFPA standards, and local Miami-Dade Fire Department requirements. The document was prepared as of October 10, 2025, with revisions dated January 15, 2026.
The narrative includes detailed specifications for specialized systems including a direct digital control building automation system using Delta Controls with BACnet communication, a closed-circuit television surveillance system with empty conduit provisions, and access control systems to separate public and secure areas. Low-voltage cabling throughout exposed areas must be installed in conduit with coordination required across technology, security, fire alarm, and building control systems. All electrical materials incorporate corrosion-resistant features and coatings to address the facility's coastal proximity to salt air and humid conditions. The document specifies manufacturer preferences for major equipment (Square D, Siemens, ABB, or Eaton for electrical distribution; Cummins, Generac, or Caterpillar for generators; and Gamewell-FCI for fire alarm systems) and establishes detailed lighting levels ranging from 10-20 foot-candles in corridors to 40-50 foot-candles in offices and breakrooms. No specific contract pricing, award date, or procurement timeline is provided in this design narrative, which serves as the basis for future bidding and construction phases.
