Eligible bidders must hold a General Contractor's License or Underground Utility Contractor's License; subcontractors must be properly licensed. No single project may exceed $250,000 in total value or 25% of value in balance-of-line items. Performance and Payment Bonds at 100% of contract value are required within ten days of award. The scope encompasses drainage, roadway widening, dirt road paving, community improvement, safe routes to school, traffic calming, and roadway reconstruction projects across Escambia County. Pricing must cover mobilization (tiered by mileage), equipment, clearing and grubbing, earthwork, asphalt, roadway preparation, and traffic calming services. Performance standards are governed by Escambia County Technical Specifications, FDOT Standard Specifications for Fiscal Year 2026-27, FDOT Standard Plans for Fiscal Year 2026-27, the Florida Green Book, MUTCD, and the ECUA Engineering Manual.

The contract term is initial thirty-six months with options to renew for two additional twelve-month periods, not to exceed sixty months total, subject to Board of County Commissioners approval and appropriation of funds. Award will be based on lump-sum pricing to the most responsive and responsible firm(s) with the lowest responsive bid(s).
