About this opportunity
History Colorado is requesting bids for web developer services to support two state websites (www.historycolorado.org and www.coloradoencyclopedia.org) under DQ1 2027-0121, with bids due October 12, 2026 at 4:00 PM Mountain Standard Time. Service-Disabled Veteran Owned Small Businesses (SDVOSBs) incorporated in or maintaining a place of business in Colorado are eligible for a 5% preference allowance on cost proposals; resident bidders receive preference in the event of tied bids. Bidders must be registered with the Colorado Vendor Self-Service (VSS) system at submission.
The scope encompasses ongoing maintenance and development of two Drupal 10 websites, including security updates, digital accessibility compliance to WCAG Level AA (with ongoing remediation), backups, incident response, and AWS hosting support. Special projects include migration to the State of Colorado AWS platform, broken link remediation, creation of new page templates, restructuring of venue and exhibition pages, and content migration assistance. The approved AI-assisted development tool is Site Improve. The contract period runs November 1, 2026 through June 30, 2027. Pricing is submitted on a time-and-materials basis with hourly rates for design and development; all costs, including shipping and handling, are included in the bid with no additional fees permitted.
The maximum budget is $300,000 for fiscal year 2027, though actual expenditure may be lower depending on History Colorado's priorities. The State will cover one-time migration costs to transfer websites to State-owned AWS infrastructure but will not fund transfers between third-party AWS providers. Compensation is monthly, with invoices due the first workday of each month. Bids must remain valid for sixty days from the bid award date. Submissions are emailed, faxed, or delivered in person to Michael Carrara at the Colorado History Museum in Denver. History Colorado reserves the right to reject any or all bids or cancel the solicitation without penalty.
