About this file

This is a Questions and Answers document related to a web development and hosting contract opportunity for the State of Colorado, specifically involving History Colorado's websites. The procurement addresses technical requirements for managing two Drupal 10 websites, which currently contain custom modules and integrations within various sub-sections. The contract encompasses ongoing web development services, AWS hosting support, website monitoring, patching, backup recovery, and incident response management. The vendor will be responsible for regular accessibility reviews and remediation work to maintain WCAG Level AA compliance across both web ecosystems, along with coordination through regular planning and check-in meetings with History Colorado staff.

Regarding pricing and cost allocation, the State of Colorado will compensate the vendor on a monthly basis for AWS hosting services, with the total dollar amount to be included within the vendor's quoted price. The State has committed to covering one-time migration costs to transfer the websites to a State-owned AWS infrastructure site and will provide necessary access credentials and logins to facilitate the move. However, the State will not fund transfers between third-party AWS hosting providers; migration support is limited to relocation to the State's own AWS environment. The approved artificial intelligence-assisted development tool for contractor use is Site Improve, and all work must comply with WCAG Level AA accessibility standards with ongoing remediation as needed.

Text version

1. What Drupal/PHP versions and AWS hosting setup do the two sites currently use, and are there significant custom modules or integrations? For the move to State AWS, who handles provisioning and migration, and who pays the migration and ongoing AWS costs?

ANSWER: The websites are on Druple 10. There are some custom modules or integrations within sub-sections of the websites. The State would pay the vendor for the AWS hosting service on a monthly basis and that total dollar amount needs to be included within the quoted total price from the Vendor. With respect to migration to an alternate AWS site, the State is prepared to pay for a one time transfer to a State owned AWS site, however, is not able to pay for transfer from our current host location to another AWS host location aside from the one owned by the State of Colorado. The State is able to support the AWS move by providing access to logins and other necessary credentials.

2. Which AI-assisted development products or workflows, if any, are approved for contractor use? What code or data may they process, what storage/processing/access-location restrictions apply, and what approval process is required?

ANSWER: Site Improve is the approved product

3. What support hours and emergency acknowledgement/restoration targets are expected? How are monitoring, patching, backup recovery and incident response divided between the vendor and State teams?

ANSWER: The web development vendor is responsible for monitoring, patching, backup recovery and incident response. If the History Colorado staff becomes aware of issues, they contact the web developer promptly. Regular planning and check in meetings are necessary.

4. Which NIST SP 800-53 baseline or tailored controls and compliance evidence are expected from the vendor? Is there an existing accessibility backlog, and how will remediation be tested and accepted?

ANSWER: Accessibility reviews and remediation work are regular and ongoing by the web development agency and need to meet the WCAG Level AA standard across both web ecosystems.

Question: Will the State pay AWS infrastructure charges directly, or must they be included in our quote? What migration responsibilities and State support should vendors assume?
