History Colorado currently manages two websites related to this DQ which require regular updates and maintenance to ensure their continued functionality. These updates also ensure that our websites and their users are secure from online attacks, including hacking, cracking, and DDOS attacks, et cetera.

https://leg.colorado.gov/bills/hb21-1110 https://leg.colorado.gov/bills/hb21-1110 http://coloradoencyclopedia.org/ http://historycolorado.org/ http://historycolorado.org/ https://leg.colorado.gov/bills/hb21-1110

DQ1 2027-0121 5

We must maintain a AA standard with respect to digital Accessibility as outlined in Colorado House Bill 21-1110 and rely on the web developer to maintain the standards accordingly.

We also require that our web development contractor be able and available to perform emergency maintenance on the websites in the event of serious error or failure.

Our websites also require regular back-ups to be performed, no less frequently than bi-weekly, to ensure that if something does go irreparably wrong, an older version of the website is available to replace the current (broken) build.

AWS hosting services are a required element of this web development project.

2.2 Special Projects

For FY27 we have a number of one-time special projects that we are considering implementing based on pricing and business needs. They may include, but are not limited to:

Both websites have some broken links that will need to be addressed at the web developer level.

History Colorado is interested in migrating our two websites to the State of Colorado AWS hosting platform from another ASW platform. There are two large sites (www.historycolorado.org and www.coloradoencyclopedia.org) that need to be moved.

The creation of 2-3 new internal page templates for HistoryColorado.org which include features such as:

Restructure “Venue” pages to improve user experience and prioritize ticket sales Restructure “Exhibit” pages to improve user experience and prioritize ticket sales Landing page template with core content cards and buttons

Complete micro site build, including template pages, for the “Exhibits" pages including accessibility, remediation edits, and quality of life updates past launch.

Complete development of Curriculum site including quality of life updates past launch.

Updating the website URL paths and establishing standardized, nested structures across major sections of the site.

Additional potential projects include, but are not limited to: template updates, the addition of a .pdf reader plugin, improvement of the in-site search bar, the addition of secondary navigation menus, the addition of an audio player plugin, and the addition of interactive online exhibit features. Which projects will be completed in FY27 depends on the evolving priorities of History Colorado.

2.3 Website Design & Changes

There are many web design updates that we have planned which would improve the overall user experience of those who visit our websites. The majority of these updates require coding changes to our websites.

https://leg.colorado.gov/bills/hb21-1110

DQ1 2027-0121 6

We require our contractor to have the expertise to make recommendations and to carry out these changes, while staying flexible to work with adapting priorities on our end. We require an hourly rate for this work, the details and estimations of which will be developed over the course of the year. Any additional projects will require the review and pre-approval of History Colorado prior to work being started.

History Colorado must maintain these websites (historycolorado.org; coloradoencyclopedia.org) to comply with the digital accessibility requirements of Colorado House Bill 21-1110.

2.4 Support & Consultation

Regular and consistent communication is required between the web vendor and the History Colorado marketing and technology teams to ensure that each project meets the needs of the organization in an effective and efficient manner. We look to the web developer to offer proactive solutions to both technical and design problems that may arise. Weekly meetings, phone calls, communication platforms (i.e. BugHerd, etc.) and regular emails are useful to maintain a healthy working relationship, as well as specialized planning meetings as needed.

Likewise, this work requires a significant measure of familiarity with the History Colorado organization and its websites, including their layouts, unique features, and the unique requirements History Colorado faces as an agency of the state of Colorado, as well as a non-profit entity, combined with the public-facing nature of our organization.

3. Payment Schedule

Time-and-materials invoices indicating billable time with hourly breakdown will be submitted on a monthly basis, preferably the first workday of each month.
