About this opportunity
Gatesville Independent School District issued a Request for Proposal for roof repair at its Gatesville Intermediate campus, later expanded by addendum to include TPO roof work at a portion of the Gatesville High School campus. Proposals were due October 30, 2026, and the district anticipates awarding the contract on November 16, 2026. The submission window has closed.
Evaluation is not price-only. Criteria include price and discount, vendor location and reputation, quality of goods and services, extent to which services meet district needs, past relationship with the district, RFP compliance, impact on historically underutilized business obligations, project schedule and ability to complete on time, and warranty information. The district reserves the right to reject any and all proposals, accept split awards, and waive informalities. The Q&A confirms the project will not be awarded through a cooperative purchasing agreement such as TIPS.
The Intermediate scope includes debris and gravel removal, insulation, 60-mil TPO membrane (GAF-TPO or equivalent), seam welding, pipe boots and penetration details, and drain work. The RFP specifies 2.2-inch ISO board throughout, while the Q&A states a district preference for 1/8-inch tapered insulation with full slope and crickets between drains, with maximum thicknesses of 7 inches on the left section and 8.5 inches on the right. The RFP lists total roof area as approximately 896.5 square feet, while the Q&A states 896 squares (89,600 square feet). The contractor must raise existing gas piping, pipe penetrations, and mechanical equipment, including subcontracting as needed and carrying allowances for gas line modifications. Bidders should quote retrofit drain options and sheet metal counterflashing as alternates. The addendum adds approximately 80 squares (7,288 square feet) of fully adhered TPO work at the High School, including steel deck patching, 1-inch ISO insulation with a 5.7 R-value addition, and new 4-inch drains. The Q&A also directs contractors to address deteriorated plaster-like material on the High School concrete deck to prevent falling debris in classrooms. Work is to be performed during summer 2027. No substitutions from specifications are permitted.
Warranty requirements differ by document: the RFP requires a standard manufacturer's warranty covering all work and materials, the Q&A requires a 20-year No Dollar Limit warranty, and the addendum requires a 5-year workmanship warranty. Bidders must carry general liability insurance and comply with manufacturer specifications. Bid prices must include labor, equipment, materials, disposal, and freight, and remain firm for 60 days from award. Submissions require corporate information, references, conflict of interest declarations, criminal history certifications, a non-boycott of Israel verification, a terrorist organization certification, and IRS Form W-9. The addendum requires a single comprehensive proposal covering both the original RFP and addendum pricing.
Mandatory pre-bid meeting was October 20, 2026, at 10:00 a.m. at Gatesville Intermediate. Written clarification requests were due October 27, 2026. Sealed proposals were due October 30, 2026, at 2:30 p.m., addressed to LeighAnn Goodwin, Assistant Superintendent of Finance, 311 S. Lovers Lane, Gatesville, Texas 76528. The addendum sets the award for November 16, 2026, at 5:30 p.m.
