About this opportunity

The Texas Commission on Environmental Quality (TCEQ), Air Monitoring Division is soliciting bids for gas flow calibration equipment under RFB 582-26-15780, with bids due July 7, 2026 at 2:00 p.m. CST and questions due June 30, 2026 at 12:00 p.m. CST. Texas bidders may claim preferences under 34 TAC Rule 20.38 based on Texas bidder status, service-disabled veteran ownership, agricultural products, recycled materials, or economically depressed area sourcing, though no set-aside or mandatory preference is imposed.

The scope comprises four line items: a Mesa Metrology Series ML-800 Base gas flow calibrator (Mesa Labs Item #200-800-DCB-R), a Coated Ultra-Low Flow Cell (0.5–50.0 scc/min; Item #200-800-3), a Coated Low Flow Cell (5–500 scc/min; Item #200-800-10), and a Coated High Flow Cell (500–50,000 scc/min; Item #200-800-44). One unit of each item is required. The equipment must maintain traceability to the National Institute of Standards and Technology (NIST), comply with EPA gas verification protocols for both pressure-driven and vacuum-driven operations, interface with laboratory computers via RS-232 serial connections, and use Swagelok-equivalent fittings compatible with existing TCEQ infrastructure. All equipment must be new, current production, and include manufacturer manuals and a minimum one-year warranty covering parts and labor. Delivery to the TCEQ facility at 12100 Park 35 Circle, Building B, Austin, Texas 78753 is required within 60 calendar days of order receipt. Respondents proposing alternative manufacturers or models must provide complete product documentation demonstrating equivalency.

Bids must include unit pricing and extensions, remain firm for 30 days from bid opening, and be quoted "F.O.B. destination, freight prepaid and allowed." TCEQ reserves the right to award based on lowest line item bid, lowest total, or any combination serving the State's best interest. Testing and inspection occur within 45 days of receipt; payment is due 30 days after successful testing or upon invoice receipt, whichever is later. Bidders must provide an EIN and DUNS number and certify compliance with TCEQ terms and conditions, including non-boycott of Israel and non-engagement with Iran, Sudan, or foreign terrorist organizations. Primary contact: Trenton Davis at 512-239-0356 or trenton.davis@tceq.texas.gov.
