About this file

This is a specifications attachment for a gas flow calibrator solicitation (582-26-15780) issued by the Texas Commission on Environmental Quality (TCEQ) for its Calibration Laboratory. The solicitation requests one integrated gas flow calibrator system with three interchangeable flow cells to support air monitoring network operations. The primary equipment specified is a Mesa Metrology Series ML-800 Base model 200-800-DCB-R or equivalent gas flow calibrator, along with three coated flow cells: an Ultra-Low flow cell (model 200-800-3, 0.5-50.0 scc/min range), a Low flow cell (model 200-800-10, 5-500 scc/min range), and a High flow cell (model 200-800-44, 500-50,000 scc/min range). The equipment must maintain traceability to the National Institute of Standards and Technology (NIST) and comply with EPA protocols for gas verification, including operations under both pressure-driven and vacuum-driven conditions. Delivery is required to TCEQ's Austin facility within 60 calendar days of order receipt. All equipment must be new and current production with manufacturer-provided manuals and a minimum one-year warranty covering parts and labor from the date of acceptance.

Testing and inspection of delivered equipment will occur within 45 days of receipt, with payment due 30 days after successful completion of testing or upon invoice receipt, whichever is later. The specifications require the calibrator to operate in standard laboratory environments (15°C to 30°C), interface with laboratory computers via RS-232 serial connections, and use standardized Swagelok-equivalent fittings compatible with existing laboratory infrastructure. All components must verify gas flows with specific accuracy requirements stated as percentages of reading to ensure measurement precision across varying concentration ranges. Respondents proposing alternative manufacturers or models must provide complete product documentation, including operating and service manuals, to demonstrate equivalency to the referenced equipment.

Attachment A Specifications for Gas Flow

Calibrator

Description:

The Calibration Laboratory is required to use a gas flow calibrator with flow cells as a primary flow standard in order to calibrate and/or verify secondary equipment used in the air monitoring networks. The equipment must maintain defensible, direct traceability to National Institute of Standards and Technology

(NIST).

Manufacturer/Model No. or Equivalent:

Catalogs, brand names or manufacturer's references listed in the Minimum General Specifications indicate type and quality required. Brands of like nature and quality will be considered. If proposing other than the referenced brand/model number, respondent must show manufacturer, brand or trade name, product number, and provide complete descriptive information of product offered, including product operating/service manual with response.

Minimum General Specifications:

A. Gas Flow Calibrator: Mesa Metrology Series ML-800 Base, model 200-800-

DCB-R or equivalent

1. The gas flow calibrator must verify flows in which the gas flow being verified consists of gases that are noncorrosive, noncondensing, noncombustible, and less than 70% humidity to match the gases used in the laboratory and field as required by EPA’s Protocol Gas Verification Program.

2. Flow through the calibrator needs to occur via pressure or vacuum to support both pressure-driven gas dilution calibrator mass flow controller verifications as required by 40 CFR Part 50 App A-1 Sec. 4.1.2 and vacuum- driven flow orifice verifications of particulate matter quality control equipment as required by 40 CFR Part 50, App. L, Sec. 9.2.

3. Flow measurements through the calibrator must occur in single, auto, or user-specified bursts. This automated burst and averaging feature is an EPA-recommended best practice used to efficiently collect and automatically average a sequence of consecutive readings.

4. The calibrator must have pressure and temperature sensors in the flow stream to accurately calculate volumes and standardized flows as required by 40 CFR Part 50 App A-1 Section 4.2.3.

5. The calibrator must be powered with an AC Adapter/Charger (12V DC, > 3.0A, 2.5 mm, center positive, North American standard. Unregulated or non-standard power supplies may introduce electrical noise into the internal circuitry, causing measurement instability and fluctuating readings that compromise calibration accuracy.

6. The unit must operate between 15°C and 30°C to match standard climate-controlled laboratory environments and prevent measurement drift.

7. Storage temperature must be between 0 °C and 70 °C to prevent component degradation when transported for periodic recertification that would affect performance of equipment.

8. The unit must operate at atmospheric pressure to allow accurate volume-to-mass flow standardized calculations against local barometric baselines to interface with existing laboratory calibration benches without requiring specialized backpressure regulators.

9. A data port with serial RS-232 connector must be present to interface directly with laboratory PC for data export and software communication.

B. Coated Ultra-Low Flow Cell: Mesa Metrology Series ML-800 Ultra-Low flow cell, model 200-800-3 or equivalent

1. Ultra-Low flow cell must be compatible with the Gas Flow Calibrator listed in “A” above to ensure seamless modular system integration.

2. Required flow range of 0.5-50.0 scc/min with a standardized accuracy of +/- 0.25% and volumetric flow accuracy of +/- 0.002 scc/min to verify mass flow controllers at the low-concentration dilution points as required by 40 CFR Part 50 App A-1 Sec. 4.1.2 and 40 CFR Appendix-A-to-Part-58 3.1.2.

3. Required that the standardized accuracy is stated as a percent of reading so that measured values do not produce increasing relative error as the measured quantity decreases and that all values measured within the device flow range meet the requirements of 40 CFR Part 50, App L Sec 9.2.

4. Gas flow inlets to the cell must be 1/4-inch and outlet fittings must be 1/2-inch ID tube compression fittings to directly connect with existing laboratory plumbing.

5. All fittings must be equivalent to Swagelok® fittings to guarantee leak-free gas-tight seals when measuring flow rates and to match existing laboratory gas flow fittings.

C. Coated Low Flow Cell: Mesa Metrology Series ML-800 Low flow cell, model 200-800-10 or equivalent

1. Low flow cell must be compatible with the Gas Flow Calibrator listed in “A” above to ensure seamless modular system integration.

2. Required flow range of 5-500 scc/min with a standardized accuracy of +/- 0.15% and volumetric accuracy of +/- 0.15% to verify mass flow controllers at the low-concentration dilution points as required by 40 CFR Part 50 App A-1 Sec. 4.1.2 and 40 CFR Appendix-A-to-Part-58 3.1.2.

3. Required that accuracy is stated as a percent of reading (including standardization, if applicable) so that measured values do not produce increasing relative error as the measured quantity decreases and that all values measured within the device flow range meet the requirements of 40 CFR Part 50, App L Sec 9.2.

4. Gas flow inlets and outlets to the cell must be 1/4-inch ID tube compression fittings to directly connect with existing laboratory plumbing.

5. All fittings must be equivalent to Swagelok® fittings to guarantee leak-free gas-tight seals when measuring flow rates and to match existing laboratory gas flow fittings.
