About this opportunity
The West Virginia General Services Division is soliciting quotes for garage door repair and maintenance services for 24 state-owned buildings across West Virginia, with bid opening on August 4, 2026 and technical questions due July 28, 2026 at 12:00 PM.
The contract is a one-year term agreement with renewal options for up to three successive one-year periods upon mutual written consent. Contractors must be factory-authorized with a minimum of three years' experience in commercial and residential garage door maintenance. Commercial General Liability Insurance of at least $1 million per occurrence and Automobile Liability Insurance of at least $1 million per occurrence are required. Service response must occur within 48 hours for standard work and 24 hours for emergencies.
The scope encompasses preventative maintenance inspections, repairs, testing, and inspection services on overhead garage doors at the identified facilities, including work on tracks, rollers, cables, springs, electric operators, and controls. Pricing is structured on Exhibit B as a flat rate for annual preventative maintenance inspection per building and an hourly labor rate for repair work; contractors propose estimated parts expenses and markup percentages separately. Contractors bear all mileage, travel costs, and travel time. A 30-day labor warranty on all work performed and pass-through of manufacturer warranties on all parts supplied are mandatory. No overtime, weekend, holiday, or emergency surcharges are permitted. Prior approval from an authorized Agency Representative is required before purchasing replacement parts, and the contractor supplies all non-reusable materials and supplies at no cost to the Agency.
Addendum 1 was posted on July 28, 2026 and modifies the original solicitation; all prospective bidders must acknowledge receipt and incorporation of the addendum in their bid submissions.
