About this opportunity

The Colorado Division of Parks and Wildlife is requesting documented quotations for medical-grade liquid oxygen delivery to the Rifle Falls Fish Hatchery under DQ1 2026-0480, with written inquiries due June 4, 2026, at 3 p.m. MT and bids due June 12, 2026, at 3 p.m. MT.

Service Disabled Veteran Owned Small Businesses registered with the U.S. Small Business Administration's Center for Veteran Enterprise may receive a 5 percent preference on bid price. Resident bidders may receive preference equal to that granted by the nonresident bidder's home state.

The scope covers medical-grade liquid oxygen delivery for the period July 1, 2026, through June 30, 2027, with Division of Parks and Wildlife retaining the option to renew for up to two additional one-year periods through June 30, 2029. The Rifle Falls Fish Hatchery operates a 1,500-gallon tank requiring filling approximately every two weeks when the tank reaches 40 inches; vendors must respond to fill requests within 24 to 48 hours and fill the tank to a maximum of 136 inches at 150 psi (not exceeding 200 psi). Bidders must quote pricing on a per-CCF basis and include all delivery charges, fuel surcharges, and hazmat fees. Vendors must inspect and monitor the tank at each delivery, checking for leaks and verifying proper valve positioning. The vendor assumes responsibility for product loss due to operator error. Annual rate adjustments may be made based on the February Consumer Price Index for the West Urban Region or 5 percent, whichever is less, with only one adjustment allowed per 12-month period.

Price and cost are the primary evaluation factors. The State will award to the single acceptable response most advantageous to the state. Vendors must maintain a minimum of $1,000,000 in automobile liability coverage unless using a third-party delivery service and provide current insurance certificates. Payment occurs within 45 days of inspection and acceptance. Delivery must be made to 11466 Highway 325, Rifle, Colorado 81650 on or before July 1, 2026. Notice of Intent to Award is expected June 15, 2026.
