About this opportunity
Illinois Department of Veterans Affairs is seeking proposals for nurse emergency call light system maintenance and repair services at Illinois Veterans' Home Chicago, with proposals due June 30, 2026. This is a sole-source procurement restricted to Network Fire & Security, the incumbent vendor and a licensed Austco distributor and programmer.
The scope includes labor, parts, and materials for programming, inspection, testing, repair, and replacement of an Austco nurse emergency call light system comprising approximately 16 master stations, 34 remote annunciators, 200 wall-mounted bedroom devices, 36 wall-mounted push button devices, bathroom pull cord stations, dome lights, and four uninterruptible power supply units. The vendor must conduct annual testing and inspection within the first quarter of each calendar year, provide digital test reports within five business days of completion, and maintain 24/7 availability with response to facility requests within four hours and on-site repair capability within 48 hours. No subcontracting is permitted. All work is performed at 4250 N. Oak Park Ave., Chicago, Illinois.
The estimated annual contract value is $72,784, comprising $18,640 for annual inspection and testing (80 hours at $233 per hour), $33,552 for quarterly service calls (144 hours at $233 per hour), and $20,592 for emergency calls (72 hours at $286 per hour). Pricing is estimated and subject to formal amendment if exceeded. The initial contract term is 12 months with a maximum term not to exceed 10 years including renewals and extensions.
The vendor must maintain general commercial liability insurance of $1 million per occurrence and $2 million annual aggregate, auto liability insurance of $1 million per occurrence, and workers' compensation insurance as required by law. Standard Illinois Certifications (version 23.1) apply, requiring multi-year recertification by January 1 of each fiscal year after the initial year. The contract is contingent on appropriation of funds and may be terminated for convenience with 30 days' notice or for cause immediately if the vendor poses jeopardy to health, safety, or property.
