About this opportunity

The Illinois Department of Transportation is requesting bids on one new Bridge Inspection Crane Truck for IDOT Day Labor operations under solicitation B53907, with bids due October 5, 2026. This is not a set-aside; the procurement is open to all bidders, though Illinois Business Preference and Domestic Product Preference may apply where vendors meet affidavit requirements.

The scope is a single newly manufactured Bridge Inspection Crane Truck meeting detailed specifications in document T83-60-10 DL (April 2026 revision). Remanufactured, reconditioned, or used equipment will not be accepted. The vendor must be an established manufacturer or authorized dealer with manufacturer consent. The specification document establishes minimum standards for chassis type, crane lifting capacity and reach, safety certification, federal and state transportation regulation compliance, and operational performance across varying weather and terrain conditions to support multiple bridge inspection methodologies. Detailed technical parameters are enumerated in the attached specification document.

The contract carries an initial term of 36 months from execution with a maximum total term not to exceed 10 years including any renewals or extensions. F.O.B. destination delivery is required during regular business hours (8:00 a.m. to 2:00 p.m.) on weekdays, with vendor notification of shipment and estimated arrival. Pricing is estimated with freight included in the unit price. The vendor must maintain General Commercial Liability insurance of $1 million per occurrence and $2 million annual aggregate, Auto Liability of $1 million per occurrence, and Worker's Compensation Insurance as required by law, with the State named as additional insured. Manufacturer's standard warranty must equal or exceed that offered to the general public; defects discovered within one year of delivery may require repair or replacement at vendor cost.

Bids must be submitted electronically through BidBuy and remain firm for 180 days from opening. Award goes to the lowest priced responsive and responsible bidder. No bid or performance bond is required. A $15 administrative fee applies to awards of $1,000 or more, deducted from the first payment. Vendor disclosure or active Illinois Procurement Gateway registration and completed contract blanks must accompany all bids.
