About this opportunity

The City of Bowling Green, Kentucky is soliciting bids for the overlay of approximately 9.7 miles of streets throughout the city, with bids due October 23, 2026. A resident-bidder preference is available under Kentucky Administrative Regulations; bidders claiming resident status must certify continuous Kentucky business authorization, state income tax filing, unemployment insurance payments, and workers' compensation coverage for the one-year period prior to and through the contract advertisement date. The City reserves the right to request supporting documentation and may disqualify bidders or terminate contracts for failure to provide it.

The scope includes milling, paving, striping, and replacing handicap ramps, with portions of the project requiring additional rehabilitation prior to overlay application. Work is budget-constrained; the City will complete as much of the approximately 9.7 miles as funding permits. The final bid list identifies over 100 individual street segments organized alphabetically from Veterans Memorial Lane through Yale Drive, with defined "From" and "To" termini. Bidders must adhere to standard overlay drawings and specifications provided with the solicitation.

Service providers must maintain comprehensive insurance prior to commencing work: Commercial General Liability of $2 million per occurrence, Workers' Compensation at statutory limits with Employers' Liability of $1 million, and Automobile Liability of $1 million Combined Single Limit. All insurance must be obtained through Kentucky-licensed carriers rated A- or better, named to include the City as additional insured on a primary and non-contributory basis, and submitted through the myCOI system for approval by the City's Human Resources & Risk Management Department. Providers must provide 15 days' advance written notice of policy cancellation or reduction, maintain a three-year extended reporting period for claims-made policies, and indemnify the City for damages arising from negligent acts, errors, or omissions. Compliance with all applicable Federal and State OSHA and EPA regulations is required.
