About this opportunity

The Illinois Department of Transportation is requesting bids on 34 new agricultural tractors for IDOT Districts 2 through 9 under IFB B52290, with bids due June 23, 2026. Bidders must be established manufacturers or authorized dealers authorized to service equipment within Illinois. No set-aside or preference program restricts eligibility, though bidders may claim Illinois Business Preference and Domestic Product Preference where applicable under the Illinois Procurement Code; the state may reject bids if domestic products are unavailable, exceed non-domestic alternatives by 12 percent or more in price, or are substantially lower in quality.

The procurement spans multiple tractor configurations across horsepower ratings — 46 PTO (compact utility), 75 PTO, 85 PTO, 94 PTO, 114 PTO, and 114 PTO with creeper gear — with varying cab, transmission, hydraulic, and attachment specifications tailored to district-specific roadside maintenance and rights-of-way mowing operations. All equipment must be newly manufactured, not remanufactured or reconditioned, and delivered fully operational with all auxiliary equipment installed. Vendors must be capable of providing one-year minimum manufacturer warranties covering all defective parts and workmanship at no cost to the state, deliver equipment within quoted timeframes during regular work hours (8:00 a.m. to 2:00 p.m.), and provide factory or dealer personnel to conduct educational instruction on operation, routine service, and maintenance.

Contract pricing is firm with freight included in unit prices, and no subcontractors are permitted. The initial contract term is 36 months commencing upon execution, with a maximum total term not to exceed ten years. Insurance requirements include General Commercial Liability of $1 million per occurrence and $2 million annual aggregate, Auto Liability of $1 million per occurrence, and Worker's Compensation as required by law. A $15 minority contractor initiative fee applies to any awarded contract valued at $1,000 or more. Bids must remain firm for 180 days from opening. Vendors must submit electronically through BidBuy with mandatory vendor disclosure or IPG active registered vendor disclosure forms, an offer to the state, and Business Enterprise Program or Veterans Small Business Program utilization plans where applicable. Questions must be submitted in writing no later than seven business days from bid opening.
