About this opportunity
The Berkshire Regional Group Purchasing Program (BRGPP), acting on behalf of 32 Berkshire County municipalities and other public sector entities in Massachusetts, invites bids for cooperative purchases of highway supplies and services for the contract period July 1, 2026 through June 30, 2027. This comprehensive procurement encompasses FY27-10 Hot Mix Asphalt and 19 additional service categories including aggregates, cold patch, calcium chloride, culvert products, guardrails, line painting, pavement preservation products, chip seal, paving, winter materials, fuels, catch basin cleaning, tree work, and street sweeping. For the Hot Mix Asphalt category specifically, bidders must supply four product types—MassDOT Berm (250 tons), MassDOT Dense Top (2,920 tons), MassDOT Top (5,535 tons), and MassDOT Binder (2,110 tons)—with delivery to Northern, Central, and Southern Berkshire County participants. All materials must conform to MassDOT Standard Specifications for Highways and Bridges, with hot mix asphalt subject to the MassDOT price adjustment mechanism based on a current base price of $615.00 per ton. Bid packages became available March 12, 2026, with questions due by March 27, 2026 at 4:00 p.m. and responses provided by March 30, 2026; proposals must be submitted through the OpenGov online procurement portal no later than April 2, 2026 at 1:00 p.m., with bids to be opened publicly and read aloud and contract award notification anticipated by April 20, 2026. All bidders must be pre-qualified by MassDOT in their respective class of work, comply with Massachusetts prevailing wage requirements under General Laws Chapter 149, Sections 26-27F and Chapter 30, Section 39M, and submit a 5% bid deposit in the form of a bid bond, certified check, or cash for bids exceeding $50,000.
There are no specific set-aside designations or disadvantaged enterprise restrictions mentioned in the procurement documents; however, all contractors and subcontractors must maintain comprehensive insurance coverage including worker's compensation at statutory limits, employer's liability ($1,000,000), automobile liability ($1,000,000 combined single limit), general liability ($1,000,000 each occurrence/$3,000,000 aggregate), and excess/umbrella liability ($4,000,000). For FY27-10A Paving services, estimated values are divided by county subsection: Northern Berkshire County at $985,671.00, Central Berkshire County at $332,730.00, and Southern Berkshire County at $1,729,980.00, with other major estimated values including Pavement Preservation Products at $1,748,500.00, Tree Work at $1,230,240.00, and Line Painting at $607,154.50. The contract provides for multiple awards by county subsection to meet individual participant needs, and winning bidders must submit quarterly reports on the OpenGov platform and pay BRGPP a 1.75% quarterly administrative fee based on reported purchases. All service bids are subject to prevailing wage rate schedules established by the Massachusetts Department of Labor Standards, with detailed wage requirements and compliance obligations documented for each service category, including mandatory weekly payroll reporting and maintenance of records for three years.
