About this opportunity
The Illinois Department of Transportation is requesting bids for 10 trucks equipped with aerial lifts and service cranes for various operational and maintenance activities under IFB 26-494DOT-FINAD-B-49085, with bids due July 13, 2026. A 1% Business Enterprise Program (BEP) set-aside applies; certified BEP vendors include Marse Trucking LLC (Springfield) and Roesner & Associates LLC (Palatine), available through the Illinois Supplier Diversity Management Portal.
The procurement comprises nine distinct truck specifications across multiple IDOT districts, each with differing configurations. Specifications include platform body trucks with articulating telescopic aerial lifts ranging from 15,000 to 20,000 lbs. GVWR and 30–54 feet working height; single-axle utility trucks with 23,000–29,000 lbs. GVWR equipped with welder/AC generator or service crane combinations; and bridge crew utility vehicles with eight-ton service cranes and 30-foot reach. All vehicles must be current model year or newer, fully equipped with specified chassis, engine, transmission, suspension, LED warning and work lighting (Whelen DOT Core control), 2,400–3,000 watt pure-sine-wave inverters, and comprehensive utility bodies with aluminum or stainless-steel toolboxes. Aerial lift devices must meet ANSI standards with non-conductive hoses and specified bucket capacities. All trucks require pilot unit inspection prior to production at vendor's expense (transportation, meals, and lodging for minimum two IDOT representatives), manufacturer's standard one-year warranty from in-service date, and qualified personnel training upon delivery. Bidders must be established manufacturers or authorized dealers with proof of authorization, and vendors must service what they sell.
The contract term runs through July 31, 2030, with option to extend up to ten years total. Delivery is F.O.B. destination during business hours (8:00 a.m.–2:00 p.m. weekdays), with pricing firm for 180 days from opening and freight included in unit prices. Bids must remain firm for 180 days. All bids submitted electronically through BidBuy with required documentation including vendor disclosure, IDOT Specification Questionnaire, BEP Utilization Plan, and equipment descriptive literature. A $15 administrative fee applies to awards valued at $1,000 or more. The contract may be partially or wholly funded with federal funds; percentage and amount will be disclosed upon notice of award.
