About this opportunity

The Texas Commission on Environmental Quality (TCEQ) is requesting bids for one new hand-crank mobile file storage system under RFB 582-26-15165, with bids due March 4, 2026 at 2:00 p.m. CST — the same date as posting, indicating an expedited timeline. Questions must be submitted by February 25, 2026 at 12:00 p.m. CST to TCEQebid@tceq.texas.gov.

The scope includes a high-density shelving system comprising two single-faced stationary units (5 feet long, 12 inches deep, 77 inches high) and six double-faced mobile units (5 feet long, 24 inches deep, 77 inches high), all hand-crank operated. Each shelving unit must feature seven adjustable openings per face with one divider per opening and support shelves sustaining a minimum of 40 pounds per linear foot. The mobile carriage system must be track-guided with rails capable of supporting at least 750 pounds per linear foot (700 pounds minimum acceptable with references required), mounted to solid concrete flooring. The system must be expandable and interchangeable with laminate end caps, customizable paint colors, electrostatic powder coat finish, and compliance with fire codes and ADA requirements. Installation must be turnkey with rail leveling. The contractor must engage a manufacturer-authorized installer with a minimum of four years' experience installing comparable four-post shelving systems and must provide 24-hour response time for service calls, written warranty, onsite demonstration and training, and pre-delivery room measurement verification.

The contractor must maintain Commercial General Liability Insurance with minimum limits of $500,000 per occurrence for bodily injury and $1,000,000 per occurrence for property damage (or $2,000,000 combined), Commercial Automobile Liability Insurance with $500,000 per person and $1,500,000 per occurrence, and Worker's Compensation Insurance. All insurers must be A.M. Best-rated A- or better with financial size capacity IV or better. Bids remain firm for 30 days from opening. The contact for specification clarification is Mark Guerrero at 512-239-0689 or mark.guerrero@tceq.texas.gov.
