About this opportunity
The City of New Haven, Connecticut, through its Youth, Family, and Community Engagement Department, is soliciting qualifications from community-based organizations for FY 2026-2027 extended school hours programming and home visiting services for New Haven Public Schools. The non-mandatory pre-proposal meeting is November 9, 2026 at 3:00 p.m. via Zoom, questions are due November 17, 2026 at 5:00 p.m., and proposals are due November 24, 2026 at 11:00 a.m. through the City's OpenGov eProcurement Portal.
Respondents may propose one or more programming areas: school-based after-school programming, community-based after-school programming, out-of-school time enrichment (weekend, summer, vacation break, early dismissal day, and holiday or in-service day programming), and family engagement. Qualifications include a minimum of three years' experience in the proposed programming area, three professional references, and demonstrated family and community relevance with established New Haven relationships. Vendors with direct youth contact must carry $1 million in Abuse and Molestation coverage. Respondents must also submit a notarized Disclosure and Certification Affidavit and comply with the City's Equal Employment Opportunity requirements, Ban the Box Agreement, and Living Wage Ordinance for contracts exceeding $25,000.
Four criteria are weighted equally at 25 points each: experience in youth outreach and home visiting services (with preference for five or more years), ability to satisfy all requirements (80 to 100 percent compliance earns maximum points), length of time in business providing youth outreach and home visiting programs, and structure and staffing plan clarity. Pricing is not an evaluation factor, but respondents must submit a separate cost proposal with total lump-sum pricing, costs by task, staff hourly rates, materials, and incidental costs including travel and lodging.
The contract term is one year with no optional extension periods, and renewals are at the City's sole discretion. The City may reject all proposals and requires an authorized purchase order before any payment under its "No Purchase Order, No Payment Policy."
Attachments include a Standard Form of Agreement, ARPA contractor agreement templates for contracts above and at or below $100,000, and a Standard Terms Part II posted October 28, 2026. The ARPA templates require compliance with federal ARPA rules, Single Audit Act provisions for subrecipients expending more than $750,000 in federal awards, and expenditure of all ARPA funds by December 31, 2026.
