About this opportunity

Gwinnett County Department of Water Resources is requesting sealed bids for primary clarifier rehabilitation at F. Wayne Hill Water Resources Center (FWHWRC) and Yellow River Water Reclamation Facility (YRWRF) under Bid Number BL071-22, with bids due June 30, 2022, at 2:50 p.m. and a mandatory pre-bid conference and site visits on June 17, 2022, at 1:00 p.m. at FWHWRC.

The scope includes replacement of primary clarifier equipment — longitudinal collectors, cross collectors, scum skimmers, double disc diaphragm pumps, in-line grinders at FWHWRC, and recirculating scum chopper pumps, spray water nozzles, and valves at YRWRF — plus concrete repairs (surface spalls, cracks with waterproof injection, beam end repairs, wall resurfacing, expansion joint repairs) and protective coatings at both facilities. Owner-directed unit price items cover 25 line items including FRP hatch cover painting, FRP beam strengthening, metal restoration, gasket replacement, and core-drilled holes, with quantities measured in linear feet, square feet, cubic feet, and each.

The total estimated bid amount is approximately $16.5 million. IHC Construction Companies, LLC was awarded the contract with a bid of $16,516,025 (Part 1 lump sum: $15,530,000; Part 2 unit price: $956,025), selected over Western Summit Constructors' competing bid of $16,886,715.

Project timelines are 420 consecutive calendar days for FWHWRC Milestone 1, 588 days for substantiation, and 616 days for final completion; 532 days for Yellow River substantiation and 560 days for final completion. Liquidated damages are $2,000 per day for Milestone 1 and substantiation phases, $1,500 per day for final completion. All bidders must submit a 5% bid bond or certified check and possess a current valid Utility Contractors License. The successful bidder must furnish 100% Performance and Payment Bonds with bonding companies rated A.M. Best A-X or higher and licensed in Georgia. Questions were due June 21, 2022. Addendum No. 4 (issued July 8, 2022) revised technical specifications, clarified measurement and payment procedures per Georgia Senate Bill 438 (limiting retainage to 5% once project reaches 50% completion), and adjusted bid opening to July 14, 2022.
