Summary of Addendum No. 4 for FWHWRC and YRWRF Primary Clarifier Rehabilitation
This addendum document, issued by Gwinnett County, Georgia's Department of Water Resources on July 8, 2022, provides critical revisions to the project manual, drawings, and bidding documents for the rehabilitation of primary clarifiers at two wastewater treatment facilities: F. Wayne Hill Water Resources Center (FWHWRC) and Yellow River Water Reclamation Facility (YRWRF). The project scope includes structural repairs, equipment rehabilitation, concrete repairs, protective coatings, and replacement of various mechanical and piping components. The addendum revises multiple technical specifications, clarifies measurement and payment procedures for owner-directed work items (consisting of 25 separate line items covering concrete repairs, metal restoration, FRP beam strengthening, and steel painting), and corrects drawing discrepancies and dimensions. Bidders were required to acknowledge receipt of this addendum and incorporate it into their bid submissions; the original bid opening date of June 30, 2022, was revised to July 14, 2022, per Addendum No. 1.
Key revisions include modifications to payment and retainage provisions to comply with Georgia Senate Bill 438, limiting retainage to five percent of estimated work value once the project reaches 50 percent completion with satisfactory progress. The addendum establishes an Administration Period commencing upon issuance of the Notice to Proceed, during which contractors must submit schedules, permits, personnel lists, and equipment delivery schedules prior to receiving a Notice of Mobilization, which cannot be issued before 30 days after NTP or 60 days before the scheduled major equipment delivery. The contractor is responsible for all utility installation costs but not for electrical power or water consumption. Additionally, the addendum adds three new specification sections for ductile iron pipe, eccentric plug valves, and ball valves, specifies that all exposed ball valves must be Type 316 stainless steel with threaded ends, and clarifies concrete repair procedures, material testing responsibilities, and equipment specifications. The document includes revised bid forms, affidavits corrected to the new bid date, and a cash flow projection template for bidder submissions.

PART 3 – QUESTIONS AND ANSWERS
The following QUESTIONS and ANSWERS shall be incorporated into the PROJECT MANUAL for the above-referenced project:
Q1: Please reference the Drawings and Bid Form Part 2 (unit prices). Certain concrete repairs (See Drawing S101 Photo 2 and Drawing S102 Photo 1 as examples) show repair work with notes that call out specific locations.
Other notes on these drawings reference the use of the unit prices to pay for this work. Please clarify, are there any repair items that will be paid for in Bid Form Part 1 (base bid)? Or will it all be paid for from the unit prices as referenced in Section 01 20 00, Part 1.03, Owner-Directed Work Items?
A1: Concrete repairs are to be paid as Part 2 Owner directed work items per note 6 on Drawing SD001. For example, on Drawing S101 (Photo 2 and Section A)
“Surface Spall Repair” and “Cement Based Textured Coating” are specified for the repair. These items are listed under Part 2 of the Bid Form.
Q2: Please confirm what should be assumed for allowable loading on the top of the existing Primary Clarifiers at each site.
A2: See Addendum No. 3, Question and Answer No. 13.

JULY 8, 2022 PAGE 6
Q3: Aside from trade permits, please confirm if any permits are required to be obtained and paid for by the contractor.
A3: Per GC-6.08-A, Contractor shall obtain and pay for all construction permits and licenses. One Gwinnett County Building Permit for each Site is expected to be approved prior to Contractor’s Notice to Proceed. Contractor will be required to obtain approved permits and pay all associated fees.
Q4: Please confirm if the contractor should carry the cost of electrical consumption and water consumption in the bid or if this will be paid for by the owner?
A4: Contractor will be responsible for installation and removal of all required utilities but will not be charged for the consumption of electrical power, W1 (potable water), and W3 (plant water). W1 shall only be used for field office water closet and lavatory. W3 shall be used for all other purposes such as tank cleaning.
Provide backflow prevention on all potable water connections to field offices.
Backflow preventers shall comply with Section 40 05 51, Part 2.07.
Q5: Reference General Conditions, Article 6, Contractor's Responsibilities.
6.20, Indemnification and Liability includes revisions to 6.20A and 6.20D.
Please confirm that the added language to the end of Section 6.20
Indemnification is not intended to negate limit on the scope of Contractor’s indemnity “to the extent caused by any negligent act or omission of
Contractor…”
A5: Contract language as written remains.
Q6: Reference Bid Form, item 3c. Section 3c states in part, “Bidder ...accepts determination concerning technical data contained in reports and drawings on which Bidder is entitled to rely.” This contradicts language in the
Instructions to Bidder, Section 8. Section 8, Examination of Bid plans and specifications, states in part, "The Bid Plans...information indicated is not guaranteed as being correct and complete. Bidders are expected to examine the Bid Plans and the location of the Work, verify all information with authorities concerned, and judge for themselves all the circumstances affecting the cost of the Work and the time required for its completion, and shall assume all patent and latent risks in connection therewith.” Please clarify the reliability of the Geotech, plans and specs.
ADDENDUM NO. 4
Addendum Date July 8, 2022
JULY 8, 2022 PAGE 7
A6: There is no geotechnical report for this project. None of the reports and drawings referenced in Supplementary Conditions Part SC-4.02-D are “technical data” on which Contractor may rely.
Q7: Reference Instructions to Bidders, 3. Qualifications of Bidders. Item 3.3 states, "If Bidder does not have offices in the State of Georgia, such Bidder shall designate a proper agent in the State of Georgia on whom service can be made in the event of litigation." Please clarify if this information needs to be included with the bid submission or post bid submission.
A7: Provide evidence of Bidder’s authority and qualification to do business in Georgia or agree to obtain such qualification prior to award of the Contract. Failure to obtain this qualification will render the Bid non-responsive and Bidder will forfeit its Bid Bond.
Q8: Reference Bid form, Item I. "Bidder should submit a projected Monthly
Cash Flow projection with the bid." Please provide a Monthly Cash Flow projection template.
A8: Contractor to provide table with one column for month and adjacent column with monthly expenditure. A projected monthly cash flow projection template is attached as requested. The projected monthly cash flow represents Bidder’s estimated cash flow and will not be used to determine payments to Contractor during construction.
Q9: Bid Items 2.24 and 2.25 on the Bid Form provided in the Instruction To
Bidders are referencing repairs on the troughs at F. Wayne Hill WRC. The
Volume 3 Contract Drawings for F. Wayne Hill do not provide any drawing, detail, or picture of these cracks or gaskets, and it is unclear what the bid items are asking for. Please confirm if we are to repair cracks in the actual trough or the concrete around the trough. If we are to repair the trough itself, please provide the material makeup of the existing troughs and what it is to be repaired with. For the gaskets, please provide where these are located and what the new gaskets are to be made of.
A9: Effluent trough crack repair referenced in Bid Item 2.24 refers to the trough itself, not the concrete around the trough. The existing troughs are fiberglass and shall be repaired with a compatible fiberglass resin repair product. Effluent trough gaskets are located at the ends of the troughs and shall be neoprene.

Q10: There is substantial structural repairs to be made to the primary clarifier structure. Is the structure safe to perform all construction work without shoring are means by the GC required such as temporary shoring? If shoring means are required, please provide what is required and where it is required.
A10: The Contractor is responsible for safety and protection of the structure while the work is performed. See General Conditions Parts 6.11-D and 6.13 and Section
01 71 33 Protection of Work and Property.
Q11: With the magnitude of concrete repairs, it is very difficult to understand how the repairs impact a construction schedule. Once the structure is cleaned of unsound material, how long will it take the engineer to do the inspection and return the directive to the GC? Since the concrete repairs are not currently quantifiable in each clarifier, how long should the GC plan to perform work within each clarifier? Currently, it's presumed that concrete repairs must be performed before installing new clarifier equipment for access reasons so the amount of time for the repairs would presumably be critical path for the project.
A11: The Engineer will be available within one week notice to meet onsite with the
Contractor for determination of the concrete repairs. The Contractor is to submit a summary of work to the Engineer for prompt review and approval. Section 03
01 30 Part 1.01-B-1 is revised by this addendum to include one week notice. Per
Section 01 14 00 Part 1.02-B, Milestone 1 includes all Mechanical, Electrical, and
I&C work at FWH and shall precede the Structural and Coatings work at FWH.
Q12: What equipment is required for the engineer to access for inspection access? Is rolling scaffolding sufficient?
A12: This addendum includes provisions for ladders and portable scaffolding to be provided by the Contractor. Areas of Work shall be accessible for inspection while the Work is occurring.
Q13: The contract times for FWH is stated as 420/588/616 for Milestone 1, Substantial, and Final respectively. And 532/560 for YR. For FWH Milestone
1, Spec 01 14 00 schedule of shutdown gives 40 weeks for this work (280 days) leaving 20 Weeks (140 days) on the front end of the schedule to get field dimensions, manufacturer submittals, engineer's approval, and

delivery. Have the preselected equipment vendors previously agreed to this
20 week timing or will an NTP be delayed if equipment lead times are past this 20 Week timing? Due to the current market volatility regarding deliveries, we believe more time is required if a NTP will be issued prior to construction.
A13: See Addendum No. 3, Question and Answer No. 9. The number of days for completion of Milestone 1, Substantial Completion, and Final Completion were revised in Addendum No. 3.
Q14: Regarding the sequence of work, the clarifiers will shutdown and cleaned 3 times. 1. For field dimensions of the existing clarifiers, 2. when the work is to be performed after clarifier equipment arrives, 3. For structural repairs and coatings. Spec 011400 says the owner will dewater the clarifiers. Will the owner dewater the clarifiers all three times? Should the contractor expect any sludge removal or will the tanks be sufficiently clean to begin field measuring, demolition, and pressure washing activities? If the contractor should perform sludge removal, please provide the depth of sludge which should be expected.
A14: See Addendum No. 3, Question and Answer No. 2, No. 25, and No. 26. Each time that a primary clarifier needs to be dewatered, the Owner will drain it as low as possible using the existing drain piping, and the Contractor shall remove remaining liquids and solids as required to complete the work.
Q15: Would you consider Quadex Structure Guard as an acceptable Epoxy Liner
Protective Coating Material as an equivalent MIC Coating system for the epoxy coating portion of this project?
A15: Requests for approval of “or equal” products shall comply with Section 01 61 00, Part 1.04-E and will only be considered after Notice to Proceed. Approval of any product submitted for consideration as an “or equal” will be at the Engineer’s sole discretion.
Q16: Drawings M108 and M109 call out enlarging the 10 sample ports and providing new sleeves and a cover plate. Drawings do not detail plate thickness, sleeve depth, angle details, or any information on what is expected of the cover plate. Please provide a detail of the proposed sleeve and cover plate for pricing.

Addendum Date July 8, 2022
JULY 8, 2022 PAGE 10
A16: Except for the sample port diameter and cover plate diameter, the enlarged sample ports shall match existing. See Note 1 on Drawing M-109.
Q17: Drawing M151 calls out the install of a 1" copper line that ends with a hose bibb connection. Detail M-40-0704 on MD001 calls out the lines entering into the hose bibb as Sch 80 PVC. Please clarify if we are able to run the 1" copper line and connect to a 1" ball valve made of copper as well?
A17: Provide copper piping in this location per Section 40 06 20. This addendum includes revisions to Standard Detail M-40-0704 to clarify the pipe material.
Provide 316 SST ball valves. This addendum includes revisions to Drawing M151 to clarify the ball valve material.
Q18: Please confirm if another site visit will be possible at the F. Wayne Hill and
Yellow River sites to accommodate specialty subcontractors not able to attend the previous visit.
A18: There are no additional site visits for this solicitation.
Q19: Contract Drawings M151 and MD001 indicate and call out a PV and various ball valves without vendor, model number, or connection type called out.
Please provide specifications on these valves.
A19: Specifications Section 40 05 62 Eccentric Plug Valves and Section 40 05 63 Ball
Valves are provided as attachments to this addendum.
Q20: Please provide Connection Types for all SB Valves shown on M151, M206, and MD001.
A20: Eccentric plug valves shall have flanged ends per Section 40 05 62. Ball valves shall have threaded ends per Section 40 05 63. Solenoid valves shall match existing per Section 40 06 20. Back pressure valves furnished by double disc pump manufacturer shall have flanged ends.
Q21: Regarding Bid Item 2.17 Concrete Beam End Repair, please advise if the beam needs to shored during the beam end pocket repair work.
A21: The repair includes removal of excessive concrete which is not considered structural. Per Note 2 the existing corbel and beam end is to not be damaged so the integrity of the beam would remain and not require shoring.
