PART 3 – QUESTIONS AND ANSWERS
The following QUESTIONS and ANSWERS shall be incorporated into the PROJECT MANUAL for the above-referenced project:
Q1: The Contract Drawings show photos from around the sites, but they are in black and white and difficult to see. Are color and/or original copies of these photos available for better clarification?
A1: Photographs are now available and referenced in SC-4.02-D.
ADDENDUM NO. 3
Addendum Date July 5, 2022
JULY 5, 2022 PAGE 6
Q2: Specification Section 01 14 00, Part 1.05-C-5 states that the Owner will dewater process tanks and basins at beginning of each shutdown. It also states that the Contractor shall remove liquids and solids and dispose of them at appropriate location at the Site. The specifications and Contract drawings do not state the quantity of liquids and solids expected in each tank and they do not state where to dispose of such liquids and solids.
Please confirm the quantity of liquid and solids to be removed and confirm the location of disposal.
A2: Section 01 14 00 is revised in this addendum to provide additional information regarding dewatering of process tanks and basins.
Q3: In the videos that were shared during the Pre-Bid meeting, I noticed white stripes along the interior floor of the primary clarifiers. What are these? Are these joints that are to be replaced in this project?
A3: The primary clarifiers at FWHWRC were constructed in two phases. Primary
Clarifiers 1-4 were constructed first during Phase 1. Then during Phase 2, Primary Clarifiers 5-7 were constructed to the west of the Phase 1 primary clarifiers, and Primary Clarifiers 8-10 were constructed to the east of the Phase 1 primary clarifiers. The white stripes observed in the videos are Sikadur Combiflex joints between Phase 1 and Phase 2 construction. Replacement of these joints is not included in this project.
Q4: Contract Drawing S201 for the Yellow River Site, Note 5, states "...All work and materials associated with silane-based water repellant shall be included under Part 1 Lump Sum Items, Bid Item No. 1.1." Please confirm if this work should be included under Bid Item No. 1.1. We believe it should be included in Bid Item No. 1.2 because it is associated with the Yellow
River Site.
A4: Payment for the silane-based water repellant shall be included under Bid Item
No. 1.2. Drawing S201 Note 5 is revised in this addendum.
Q5: Contract Drawing S201 shows a dashed line with the note, "Limits of silane based water repellant, see Notes 3 and 4." Note 5 on the same drawing states, "For silane-based water repellant coating, see Specification Section
09 90 00 - Painting..." However, Specification Section 09 90 00 does not contain any information on this silane-based water repellent system in the
ADDENDUM NO. 3

body of the spec, Table 1: Painting Schedule, or Table 2: Product Listing.
Please provide the acceptable product to be used for this silane-based water repellant.
A5: Drawing S201 Notes 4 and 5 are revised in this addendum to provide the silane-based water repellant products
Q6: Contract Drawing S201 says to replace 4'X3' hatches (Approx. Qty 264) and
3'X3' hatches (Approx. Qty 16). Photos 5 and 6 on Contract Drawing S202 and Photo 4 on Contract Drawing E201 show these hatches as what looks like being made up of either 3 EA 1'x3' segments or 4 EA 1'x3' segments to make up the 3'x3' and 4'x3' hatches. Please confirm if the new hatches will match this existing style, or do you want a solid 3'x3' and 4'x3' hatches as replacements.
A6: Hatch size shall match existing, but the details of hatch fabrication, including the number of segments per hatch, shall be determined by the manufacturer to meet the requirements specified for this project.
Q7: Specification Section 06 51 00 Part 2.02-E states "hatches shall be flush mounted and sealed with covers using factory-installed neoprene gasketing. A "P" type gasket shall be bonded to the hatch cover to also hold the cover in place." So in order to use a "P" type neoprene gasket to seal the hatches, the current hatch support angles will need to be removed, lowered by 7/16", and then reinstalled to accommodate a 1/2" P-seal.
Please confirm if the neoprene "P" type gasket is needed or not.
A7: Section 06 51 00 is revised in this addendum to remove the “P” type gasket.
Q8: Note 4 on Drawing SD001 states that areas where depth "D" is greater than
4" shall be repaired per Detail 4. Detail 4 states that it is for formed spall repair (3" and greater). Please confirm if Detail 4 is to be used for depths of
3" and greater, or 4" and greater.
A8: Formed spall repair applies to 3 inches and deeper. Drawing SD001 Note 4 is revised in this addendum.
Q9: Specification Section 46 43 11 included proposals from Evoqua for the chain and flight clarifier equipment. The proposals included drawing and shipping information, with estimated durations of submittal drawings, ADDENDUM NO. 3

reviews and approvals, and delivery. The durations in Evoqua's (the named manufacturer) proposal greatly exceed the schedule constraints outlined in the project milestones provided on page 3 of the Notice of Bid and the
Schedule of Shutdowns at the end of Specification Section 01 14 00. Are you going to issue an addendum to push the milestone dates to allow time for contractors to contract with vendor, obtain approved submittals, and procure named equipment prior to start of shutdown sequence(s)? Please confirm.
A9: The number of days for completion of Milestone 1, Substantial Completion, and
Final Completion are revised in this Addendum.
Q10: Section 1 of the Instructions to Bidders, #14 QUANTITIES OF WORK indicates that the quantities of Work for Unit Price Items are approximate and for comparison of the bids. It goes on to state that any departure from the estimated quantities of Work, "will not be accepted as valid grounds for... extension of time..." Article 5 of the Draft Agreement, 5.01 B indicates that for Unit Price Work, "estimated quantities are not guaranteed, and determinations of actual quantities and classifications are to be made by the Engineer." Since determination of actual quantities of Unit Price Items will be made by the Engineer after bid and during execution of the Work, please confirm that extensions of time will be granted if the quantity of any item of Unit Price Work differs materially from the estimated quantity of such item indicated in the Agreement and delays the critical path
(consistent with the threshold established in GC 11.03 D.1 for adjustments of the Unit Price for quantity variation).
A10: Engineer anticipates that a time extension would be granted if the quantity of any item of Unit Price Work differs materially from the estimated quantity of such item indicated in the Agreement and Contractor demonstrates that this delays the critical path.
Q11: Article 16 - Dispute Resolution, of the General Conditions, is completely redlined and there is no Article 16 in the Supplementary General Conditions.
Please provide a supplemental Article 16 - Dispute Resolution.
A11: This addendum includes revisions to the Supplementary Conditions to include
Dispute Resolution.

Q12: Instructions to Bidders, Item 21, BUSINESS LICENSE, states in part, "Successful
Bidder's submittals shall include a copy of Bidder's business license." Please confirm business license will only be required from the awarded bidder.
A12: Contractors are encouraged to include the business license in the bid submittal, but it is not required. However, the business license must be submitted when requested by Gwinnett County.
Q13: Specification Section 01 14 00 Part 1.05-B states, "Contractor shall not exceed the structural design loading criteria for existing facilities. In particular, note that any equipment and materials placed on top the primary clarifier deck shall not exceed the structural design loading criteria."
Please provide the structural design loading criteria for the clarifier decks at both F. Wayne Hill and Yellow River.
A13: For structural design loading criteria, see the attached drawings from F. Wayne
Hill Water Resources Center Phase 1 (Primary Clarifiers 1-4) and Phase 2
(Primary Clarifiers 5-10). See also attached drawings from Yellow River Water
Reclamation Facility.
Q14: Reference Instructions to Bidders, 2. Copies of Bid Documents. Item 2.4 states, "where forms are provided, they should be used without substitution". In the events answers are longer than the provided lines, may supplemental attachments be provided?
A14: The County documents that are provided within the bid package should be used, but if more information is necessary, please attach to the completed corresponding document.
Q15: Reference Instructions to Bidders, 15. Submission of Bids. Item 15.2 states, "Bids should be submitted on the bid schedule provided in the bid document on white paper, 8-1/2” x 11”, single sided, and with no holes punched". Is it acceptable to use paper clips/binder clips?
A15: Yes, paper clips or binder clips are acceptable to hold the bid submittal together.
Q16: The non-collusion Affidavit form includes in the Notary Signature area the phrase, "Notary Public in and for". What information should be entered on this line?
ADDENDUM NO. 3
Addendum Date July 5, 2022
JULY 5, 2022 PAGE 10
A16: The line stating “Notary Public in and for” is for the signature of the Notary that is signing the affidavit.
Q17: Spec. 01 14 00 outlines the suggested sequence of work, the work stages, and how the scopes tie to the various milestones at each site. If we were to follow the sequence laid-out in this spec, the Primary Clarifiers at F. Wayne
Hill would need to be taken off-line and cleaned a minimum of two times, each. It would be more cost efficient and possibly less intrusive on plant operations to complete the structural repair and coating scopes in each primary clarifier while that clarifier is off-line for the mechanical installations, but Milestone #1 would need to be extended to allow for this additional scope. Please confirm if this would be considered as an alternate approach.
A17: Contractor’s bid shall be based upon the Work described within the Bidding
Documents, including sequencing constraints and milestones described in
Section 01 14 00. Engineer may consider alternate approaches but will only do so after bid and award. Approval of alternate approaches will be at the
Engineer’s sole discretion.
Q18: Reference the Sample Agreement, Article 4.03, Liquidated Damages. Article
4.03 indicates that Liquidated damages for failing to timely attain Milestone
1, Substantial Completion, and Final Completion shall be both additive and cumulative. Based on the allowable shutdown durations provided in Table
01 14 00-B "Schedule of Shutdowns", there is a maximum allowance of
(294) calendar days planned for shutting down the FWH primary clarifiers for the Milestone #1 scope of work. The primary clarifier equipment package notes that Evoqua will need 2-weeks (14 days) to generate submittals, the Engineer has (30) days to approve those submittals to allow for the equipment to be released (with an expected lead time of 17 weeks, or (119) calendar days). So, the expected durations provided by the contract documents total-up to 455 calendar days, but Milestone #1 needs to be complete within 420 calendar days. Please consider extending the
Milestone #1 time to allow for these durations, as well as some schedule contingency based on the current market conditions/continually changing lead times.
ADDENDUM NO. 3
Addendum Date July 5, 2022
JULY 5, 2022 PAGE 11
A18: The number of days for completion of Milestone 1, Substantial Completion, and
Final Completion are revised in this Addendum.
Q19: The Piping Schedule table on page 40 06 20-2 calls out the Primary Scum line as not requiring heat trace and Volume 3 Contract Drawing M151 indicates insulation shall be replaced as is existing. During the Site Visit on
6/17/22, the piping is insulated and appears to be heat traced. Please confirm if scum piping should be heat traced and insulated, or only insulated.
A19: Per Note 2 of the Wastewater Treatment Plant Piping Schedule in Section 40 06
20, the Primary Scum (PSC) piping shall be insulated and does not need to be heat traced.
Q20: On Volume 3 Contract Drawing M151, the Plan view shows the pipe running along the south side of the wall, however no pipe support or detail is called out for this section of piping. Please confirm if we are to use the existing supports on that wall?
A20: Contractor can re-use existing pipe supports above the wall in this location.
Q21: Volume 3 Contract Drawing S100 shows expansion joint repair and states to see SD001. Volume 5 Contract Drawing SD001, Detail 5 - Expansion Joint
Repair, shows the Demolition and New details. The Demolition detail shows to "Remove Exp Jt Matl to the Waterstop or 4" Min". The New detail then shows "New Exp Jt Matl (Existing May Remain)". Please confirm if the existing expansion joint material is to be removed or if it can remain.
A21: Detail 5 provides an option to the contractor for the existing expansion joint material to remain. If it is damaged during repair, then it will need to be replaced.
Q22: Where are the areas designated for Engineer’s field office and Contractor laydown and equipment storage?
A22: See Drawings G102 and G202 for these area designations. Contractor’s field office location is not shown on the Drawings and is to be coordinated with Owner during construction.
Q23: Specification Section 01 11 00 1.02.B.4 references the installation of Owner pre-selected double disc pumps, associated in-line grinders, and SCADA
ADDENDUM NO. 3

integration. Specification Section 43 23 69 2.01.A contradicts that spec and lists acceptable manufactures as Penn Valley Pump Company or equal.
Please confirm if Penn Valley Pump Company is the Owner pre-selected manufacturer for the double disc pumps, or if an or equal manufacturer is allowed.
A23: Section 01 11 00, Part 1.02-B-4 is revised in this addendum to clarify this.
Requests for approval of “or equal” products shall comply with Section 01 61 00, Part 1.04-E and will only be considered after Notice to Proceed. Approval of any product submitted for consideration as an “or equal” will be at the Engineer’s sole discretion.
Q24: The contract time for substantial completion is stated as 588 and 532 for
FWH and YR, respectively. Spec 01 14 00 schedule of shutdown for FWH has a duration of 64 weeks which is 448 days for FWH leaving 140 days (20
Weeks / 4.6 Months) to get submittals, engineer review, and fabrication lead times. Have the preselected equipment vendors previously agreed this 20
Week timing or will an NTP be delayed if equipment lead times are past this
20 Week timing which would include getting field dimensions for new clarifier equipment?
A24: The number of days for completion of Milestone 1, Substantial Completion, and
Final Completion are revised in this Addendum.
Q25: For field dimensions of the existing clarifiers, the spec states the owner will dewater the clarifiers. Will the owner dewater the clarifiers twice…once for the field dimensioning and once again when the work is to be performed after clarifier equipment arrives? Should the contractor expect any sludge removal or will the tanks be sufficiently clean to begin demolition and pressure washing activities?
A25: See revisions to Section 01 14 00 in this addendum regarding Owner and
Contractor responsibilities for dewatering and cleaning of clarifiers. The number of times that each clarifier will need to be dewatered varies. Per Sections 01 14
00 and 46 43 11, field verification of existing dimensions only applies to some of the clarifiers: not more than three (3) primary clarifiers at FWHWRC and not more than one (1) primary clarifier at YRWRF. After the field verification of existing dimensions is complete, each primary clarifier at FWHWRC will need to be dewatered and cleaned at least twice (once before and once after Milestone
ADDENDUM NO. 3
Addendum Date July 5, 2022
JULY 5, 2022 PAGE 13
1), and each primary clarifier at YRWRF will need to be dewatered and cleaned at least once.
Q26: According to spec 01 14 00 page 6 & 7, the GC is to complete all mechanical work (stages 1-5) and then take the clarifiers down again and perform the structural/coatings work (stages 6-9). Please confirm I am interpreting the suggested sequence of work correctly. It seems the owner will be dewatering the tanks on 3 occasions: 1 for field dimensions, 1 for clarifier work, and 1 for structural/coatings work. Can the structural/coating work be performed after demolishing existing equipment and prior to installing the new equipment? It seems there should be an adequate time for the engineer to do a structural inspection while waiting for process equipment deliveries.
A26: The number of times that each clarifier will need to be dewatered varies; see response to the previous question. Contractor’s bid shall be based upon the
Work described within the Bidding Documents, including sequencing constraints and milestones described in Section 01 14 00. Engineer may consider alternate approaches but will only do so after bid and award. Approval of alternate approaches will be at the Engineer’s sole discretion.
Q27: Is there an operational test required before taking down next set of clarifiers? If so, please provide.
A27: Per Section 01 14 00, Part 3.02-A-3, upon completion of each stage, a minimum
14-day operational period shall be successfully completed before shutdown for the next stage. For additional details regarding start-up certification and 14-day operational period, see Section 01 75 00 Part 1.02-C-2-c.
Q28: Item 15.1 states Bids shall be submitted in duplicate…How many copies of the bid form are required?
A28: Contractors shall submit one (1) original and (1) copy of the bid submittal.
Q29: Reference 26-05-00, 1.01.10.b – Please provide wiring diagram of where existing wiring will terminate on new PLCs that are to be replaced.
