About this opportunity
The City of Bridgeport, Connecticut is seeking bids for the Fairchild Wheeler Golf Course (FWGC) Black Course Cart Path Extensions project, which involves extending and paving cart paths on six specific golf course holes (#4, 10, 12, 15, 16, and 18). The project requires a contractor with a minimum of five years of golf course cart path installation experience to construct 8-foot wide asphalt paths, which will connect existing cart path segments. Deliverables include complete removal of existing materials, installation of a 4-inch compacted gravel base, 2.5-inch compacted asphalt surface, and topsoil and seeding up to 5 feet on each side of the paths. Electronic bid submissions are due by 2:00 pm on Tuesday, June 3, 2025, through the City's OpenGov e-Procurement Portal, with a mandatory account registration process. Potential bidders must submit any questions in writing by 4:00 pm on Thursday, May 22, 2025, and are encouraged to attend a site visit on May 2, 2025, at 9:00 am. The estimated construction period is from July 7, 2025, to October 31, 2025, with a project duration of 35 days after the Notice to Proceed.
The project encourages participation from Minority Business Enterprises (MBEs), Women Business Enterprises (WBEs), and City-based businesses, though specific set-aside percentages are not explicitly defined. A 10% bid bond or certified check is required for bids over $50,000, and the project is subject to prevailing wage requirements for bids exceeding $100,000. The estimated project budget is approximately $300,000, with the total estimated quantity being 40,480 square feet of new asphalt cart path. Contractors must provide various certifications, including a No Conflicts/Disclosure Form and Non-Collusion Affidavit, and must be licensed in Connecticut. The City reserves the right to reject any bid and will consider factors beyond just the lowest price. Payment will be made in full after project completion and signed-off invoices, with a 45-calendar-day payment timeline after invoice approval. Contractors must also provide a maintenance bond equal to 25% of the final contract amount, which will guarantee the work for two years from the date of final acceptance.
