About this opportunity

Fort Valley State University is procuring construction services for the HPE Parking Lot project through a Design-Bid-Build delivery method on a lump-sum basis. The project, located at Fort Valley State University in Peach County, Georgia, involves the construction of a 6.6-acre parking lot facility with 1.1 acres of disturbed area on Land Lot 215 in the 9th District. The scope of work includes site grading, drainage infrastructure installation (18-inch HDPE pipe stormwater system), erosion and sediment control measures, asphalt pavement installation (1.5 inches of 9.5 MM Superpave topping and 1.5 inches of 19 MM Superpave base course), concrete work (4,000 PSI for pavement and 3,000 PSI for sidewalks), solar-powered light pole installations, site lighting, and site striping using paint rather than thermoplastic. Contractors must comply with City of Fort Valley construction standards, obtain all required permits and approvals, conduct underground utility markups, and maintain record drawings throughout construction. A mandatory pre-bid meeting is scheduled for April 7, 2026, at 10:00 AM at Fort Valley State University's Facilities Conference Room, with sealed bids due by 2:00 PM on April 21, 2026, at the same location. Material completion must be achieved within 60 consecutive calendar days from the Proceed Order date. Bidding documents are available from the Design Professional (Rochester|DCCM) at a cost of $100 per set, with full refunds available upon return of documents in good condition within thirty days after bid opening. The successful bidder must be the lowest responsive and responsible bidder and is evaluated based on submittal of a responsive bid that meets all specifications and requirements outlined in the construction documents and addenda.

No set-aside designations for disadvantaged enterprises or minority-owned businesses are identified in the procurement documents. The contract requires submission of a bid bond equal to no less than five percent of the bid amount, and upon award, the successful contractor must provide both a performance bond and payment bond, each in an amount equal to 100 percent of the contract sum. The contractor must comply with the Georgia Security and Immigration Compliance Act and prevailing wage requirements for any change orders. Comprehensive insurance coverage is required, including workers' compensation, employers' liability, commercial general liability, commercial automobile liability, and commercial umbrella liability. Sam Hall & Sons, LLC was selected as the apparent successful offeror with a fixed contract amount of $310,367, with the Notice of Intent to Award issued on April 22, 2026. Five unsuccessful bidders were identified: Buxton Construction LLC, Jerry L. Johnson & Associates Inc., Reeves Construction Co., Renfroe Construction Co., and McWright LLC, all rejected as non-low bidders. The contract includes provisions for change orders with markup percentages capped at 25 percent of the first $50,000 of net allowable costs and 20 percent thereafter, and liquidated damages provisions have been eliminated from the contract per Addendum 1.
