About this opportunity
The University of Wisconsin-Milwaukee (UWM) is seeking bids for a comprehensive rooftop fall protection equipment project across eight campus buildings, including the Art, Architecture and Urban Planning, Cunningham Hall, Engineering and Mathematical Sciences, Garland Hall, Heat Plant, Lapham Hall, and Sabin Hall. The procurement involves designing, fabricating, and installing a complete fall protection system that includes railings, weighted bases, walkways, anchor points, safety gates, lifelines, and all necessary accessories to achieve full OSHA and ANSI compliance. Bidders must submit responses by July 2, 2019, at 2:00 p.m. CDT, with a question deadline of June 19, 2019, at 2:00 p.m. CDT. A mandatory site inspection is scheduled for June 18, 2019, at 9:00 a.m. at Engelmann Hall. Vendors must be original manufacturers, authorized distributors, or dealers with at least three years of experience, capable of providing service and repair. The contract will be awarded for an initial three-year period with two optional one-year renewals, with desired installation during summer 2019. Bidders must provide total net installed pricing for individual buildings and the entire project, with all pricing to be FOB Destination Installed.
The solicitation includes several set-aside and preference opportunities for bidders. Minority-owned businesses can receive a potential 5% preference under Wisconsin Statutes section 16.75(3m), and there are additional preferences for work centers employing persons with severe disabilities and domestic manufacturers. Bidders must complete the DOA-3832 Bidder Required Form, which includes provisions for supplier diversity program certifications. The contract requires bidders to certify that materials are manufactured in the United States to the greatest extent possible and that they are not engaged in boycotts of the State of Israel. While no specific incumbent vendor is mentioned, the project requires a one-year warranty against material and workmanship defects, with service calls to be acknowledged the same day or by noon the following workday, and repairs completed within ten days of initial contact. Price increases are limited to 10% per year and require written approval. Though no exact budget is specified, the project encompasses fall protection systems for eight campus buildings, suggesting a substantial investment in campus safety infrastructure.
