About this opportunity
The Solid Waste Authority (SWA) of Palm Beach County, Florida is soliciting bids for the furnish and delivery of lubricants on an as-needed basis through Invitation to Bid 26-09. The procurement covers nine primary product lots and one re-refined product lot, including diesel engine oil, passenger car engine oil, hydraulic oil, universal tractor fluid, molybdenum and lithium soap grease, antifreeze/coolant, automatic transmission fluid, multipurpose gear lubricant, transmission and drive train oils, and diesel exhaust fluid. Products must be delivered in bulk (minimum 150 gallons) or 55-gallon drums to seven Authority facility locations throughout Palm Beach County, with standard delivery required within 48 hours of purchase order issuance and diesel exhaust fluid requiring 24-hour delivery. All products must meet or exceed specified American Petroleum Institute (API), American Society for Testing and Materials (ASTM), and manufacturer requirements, and bidders must submit current manufacturer product specification sheets with their bids, with failure to do so rendering the bid non-responsive. Bids are due on May 27, 2026, at 2:00 PM, with a deadline for submitting questions to the Authority set for May 15, 2026, and any addenda to be issued by May 22, 2026. The contract will be awarded on a lot-by-lot basis (Lots 1-9) and group-by-group basis (Lot 10) to both primary and secondary vendors, with an initial one-year term and an optional two-year renewal period subject to mutual written agreement with the same unit prices.
The SWA encourages Small Business Enterprise participation but has not established specific local preference set-asides. Vendors must maintain comprehensive insurance coverage prior to accessing SWA property, including Commercial General Liability of $1,000,000 per occurrence and $2,000,000 general aggregate, Automobile Liability of $1,000,000 combined single limit, Workers' Compensation at statutory limits, and Pollution Liability of $1,000,000, with all certificates of insurance naming the SWA as Certificate Holder and Additional Insured. Vendors must also execute a Non-Governmental Entity Human Trafficking Affidavit confirming compliance with Florida Statutes Section 787.06, and must provide a 24-hour emergency telephone number, Federal ID or Tax Identification Number, and small business certification status if applicable. Bid prices must be submitted on a net basis inclusive of all discounts, taxes, fees, delivery, and fuel surcharges, and invoices will be paid within 30 days of receipt of proper documentation. The estimated annual expenditure for this procurement is $25,000, with the SWA exempt from federal excise and state sales taxes. The Authority reserves the right to reject all bids, make awards to multiple vendors, waive minor irregularities, or request re-bids, and a Cone of Silence is in effect from the bid deadline through contract award.
