About this opportunity
The Bergen County Utilities Authority (BCUA) is soliciting bids for Contract No. 25-09 to secure a contractor for technical service, maintenance, and repairs for three Jenbacher/INNIO electric generator sets (Model JMS 420 GS-B/N.L). The procurement requires a fully authorized Jenbacher/INNIO vendor capable of supplying original equipment manufacturer (OEM) replacement parts and components for Engines #1, #2, and #3. Bidders must be fully certified by the Engine Manufacturer and have technicians with at least five years of experience and factory training. The contract will commence on October 1, 2025, with an initial one-year term and three additional one-year extension options. Bid submissions are due by September 18, 2025, at 12:00 PM through the Euna Solutions E-Procurement Portal via BergenBids.com, with all goods and services to be delivered within 30 consecutive days after receiving a purchase order. The evaluation will be based on a discount multiplier applied to the nationally published Jenbacher/INNIO price list, with consideration for hourly rates for regular and emergency services, and the total contract value not exceeding 120 percent of the contract price.
The procurement includes several set-aside requirements and compliance mandates, including mandatory submission of New Jersey-specific documentation such as the Ownership Disclosure form, Disclosure of Investments in Iran, and Business Registration Certificate. Vendors must comply with Equal Employment Opportunity and Affirmative Action requirements, including submission of the Employee Information Report (AA-302). The contract also includes specific provisions regarding prohibited activities, requiring vendors to certify non-involvement with Russia and Belarus per state regulations. The estimated contract value includes a $500,000 parts contingency allowance, 400 hours of regular on-site maintenance and repair, and 100 hours of emergency response rate per year. Warranty terms include the manufacturer's standard parts warranty (minimum 30 days) and a 90-day labor warranty. Pricing will be performance-based, with parts delivery requirements and specific service response times, including technician arrival within two work days of a service request and parts delivery within ten calendar days of purchase order issuance.
