3.0 PARTS
A. QUALITY
01000-2
All parts—including oil and coolants, as recommended for use on Engines #1, #2, and #3 by the Engine Manufacturer—must be OEM replacement parts or approved equivalent. Equivalent means parts that are equal or superior in every aspect including, but not limited to, criteria of performance, reliability, serviceability and interchangeability.
All parts shall carry a minimum of thirty (30) day warranty for defects in materials and workmanship. Any standard Manufacturer’s warranty, if longer than thirty (30) days, shall apply.
In the case of rebuilt or reconditioned component OEM parts that may customarily carry a longer term of guarantee for workmanship or materials, the usual terms and conditions shall apply.
Bidders shall be responsible for obtaining the parts price listing for the corresponding Jenbacher/GE Model gensets engine parts catalog for the purpose of preparing their bid.
B. BILLING AND DELIVERY TIME
Unless an ordered part has been previously determined to be not readily available, and approved as such by the Authority, all parts must be delivered within ten (10) calendar days of issuance of an Authority approved Purchase Order. Required readily available parts that are delivered within the specified ten (10) calendar day delivery period is to be billed at the per price listings, multiplied by the Discount Factor, as supplied for the pieces of equipment herein listed. However, readily available parts that are delivered beyond the ten (10) calendar day delivery period shall be reduced in price an amount of two percent (2%) for each and every calendar day beyond the ten (10) calendar delivery period that the delivery is late. That is:
• For deliveries made within the specified ten (10) calendar day period:
BP = LP X DF
• For deliveries made beyond the specified ten (10) calendar day period:
BP = (LP X DF) – (LP X DF X 0.02 X DL)
Where:
BP = Billing price LP = List Price
DF = Discount Factor DL = Calendar days that delivery is late beyond the specified ten (10) calendar day delivery period.
01000-3
For parts that are approved by the Authority as being “not readily available” deliveries must be made within thirty (30) calendar days. The same billing price formulas given above will still apply, except that billing price reductions shall begin thirty (30) calendar days after ordering, as opposed to the ten (10) calendar days given above.
C. FREIGHT COSTS
All parts shipments must be F.O.B. destination, freight prepaid and charged back. The contractor must utilize standard shipping methods and all charges shall be in accordance with the area’s customary freight charges. Overnight, air freight, or next day shipment must be specifically authorized by the Authority.
Freight costs shall be considered a direct expense to the contractor that will be reimbursed to the contractor with no mark up. Freight costs must be substantiated with written freight invoices and will be charged against the freight allowance given in the Proposal. The Authority will only pay what is listed on the supplied freight invoice. The amount of the freight allowance given in the proposal is neither a maximum nor a minimum of what may be charged for freight costs. It is an arbitrary allowance that was assigned for the purpose of obtaining consistency in the bids received.
4.0 SERVICE TECHNICIANS
A. QUALIFICATIONS
Repair and service technicians performing requested work shall have documented training on the types and kind of equipment listed, and the training shall be certified by the Engine Manufacturer. Proof of such documented training shall be provided to the Authority upon request. The contractor shall provide all necessary tools, equipment, parts and materials incidental to the performance of the required work.
In addition to the training requirements outlined above, technicians shall also have at least five (5) years of experience in performing repair and service on Jenbacher/INNIO gensets similar to Engines #1, #2, and #3.

Payment will be made only for the number of hours onsite working at the bid amount. No separate payment will be made for associated costs such as travel time, vehicle mileage costs, tolls, tool usage and/or rental costs etc. If overtime is required and authorized by an Authority representative, then the hourly rate paid will be 1.5 times the hourly rate bid.

Service work that is initiated within two (2) work days of notification is to be billed at the hourly rate bid. Service that is initiated beyond the two (2) work day response time shall be provided at a unit rate reduced by an amount of five percent (5%) for each and every work day beyond the two (2) work day response time that service work begins. This is:
• For service work that is started within the specified two (2) work day response time:
BR = HR
• For service work that is started beyond the specified two (2) work day response time:
BR = HR – (HR X 0.05 X DW)
Where:
BR = Billing Rate HR = Hourly Rate DW = Work days that the start of service work is late beyond the specified two (2) work day response time.

01000-5 work, should the responding technician vacate the site for more than two (2) consecutive work days, the technician’s return shall be treated, for billing purposes, as a separate service request subject to the billing reduction given below.
BR = HR – (HR X 0.05 X DA)

BR = Billing Rate HR = Hourly Rate
DA = Work days that the contractor’s technician is absent from the site once work had been started, beyond two (2) consecutive work days.
Performance of Work – To be limited to that included in service request.

The emergency hourly rate shall be the cost of a single technician working onsite and shall include all costs for performing the requested work along with all associated costs for tool usage and/or rental costs, travel time to and from site, mileage, and environmental or casual charges that may result from the performance of the requested task. Payment will be made only for the number of hours performed onsite working at the emergency hourly bid amount. No separate payment will be made for associated costs such as travel time, vehicle mileage costs, tolls, tool usage and/or rental costs etc. The contractor shall also provide the Authority with a 24-hour emergency telephone number that will serve as the notification and dispatch center for service calls from the Authority.
