About this opportunity

Georgia State University is requesting qualifications and proposals for design-build services on the Fulton Street Parking Deck, with statements of qualifications due March 28, 2022 at 2:00 PM, followed by a mandatory pre-proposal site visit on April 13, 2022, project proposals due April 27, 2022, and fee proposals due May 3, 2022.

Responding firms must hold a current Georgia General Contractor license, demonstrate bonding capacity of $10.1 million, carry public liability insurance with limits of $1 million bodily injury and $2 million/$10 million property damage, maintain a current ratio of 1.0 or higher, and show an Experience Modification Rate of 1.2 or less.

The scope encompasses design and construction of a five-level parking structure with 1,010 parking spaces (805 structured, 205 surface lot) on approximately two acres at Fulton and Pollard Streets in Atlanta. The facility will include precast concrete double-tee floors, precast beams and columns, precast shear walls, two egress stairs, three elevators, LED lighting with occupancy sensors, conditional ventilation on Level 1, 480/277-volt electrical service with 15 electric vehicle charging stalls and future expansion capacity, separate domestic water and fire protection systems, ADA-compliant features, emergency communication systems, and comprehensive wayfinding signage. Site work includes erosion control, stormwater management, and utilities installation. The site contains lead-contaminated soils requiring EPA and Georgia EPD remediation approval. Energy Efficiency & Sustainable Construction Act compliance is required, though LEED certification is not sought. The design-builder is responsible for all design, preconstruction services, cost management, value engineering, constructability reviews, site survey, and construction administration.

The guaranteed maximum price is estimated at $25.584 million with a preliminary cost limitation of $24 million, subject to revision based on final programmatic requirements and funding availability. Design services are anticipated to commence June 2022, with construction documents due December 2022. The project employs a cost-plus delivery method with separate construction and design contingencies.

Step I evaluation weighs stability (25 percent), relevant project experience and qualifications (45 percent), and suitability to project (30 percent). Step II evaluation is based on previous performance (15 percent), team qualifications (20 percent), management plan quality (15 percent), methodology presentation (25 percent), and team communications (25 percent).

The contract has been awarded to HC Beck, Ltd., doing business as The Beck Group. Contractors must verify E-Verify participation, comply with OFAC designation checks, and submit required certifications at contract execution, upon completion or termination, and annually by July 15 during the project term. Proposers must complete a Proposer's Disclosure Statement identifying any business transactions with the Board of Regents or using agency within the prior two years, gifts or hospitality within the prior one year, and actual or potential conflicts of interest as defined by Georgia law.
