Fulton Street Parking Deck Conceptual Design Narrative

March 7, 2022

The scope of work for proposed 1010 space, five level parking deck includes but not limited to the following:

I. Site Work

1. Construction staking and other construction engineering required to control the work.

2. Erosion and sedimentation control construction.

3. Temporary groundwater control.

4. Site preparation, including stripping and undercutting unsuitable and contaminated subgrade soils, demolition, and removal from the project lands of materials not to be used for construction.

5. Site grading, including excavation, filling, compaction, and preparation of subgrades for paving. Site grading includes importing material, stock piling and hauling from stockpiles, and other work necessary to construct embankments and excavations as shown and specified.

6. Construction and building pads and staging areas.

7. Coordination of temporary utilities.

8. Installation of the site drainage system complete, including building roof drain laterals and storm lines.

9. Installation of a stormwater detention vault with outlet control structure.

10. Installation of water distribution and sanitary sewer system complete, including service laterals.

11. Construction of curbs.

12. Construction of paving.

13. Construction of walls outside the parking deck. The retaining walls within the deck perimeter will be designed by the Structural Engineer of Record.

14. Striping and traffic control.

15. Backfilling curbs and islands with approved soils for planting.

16. Backfilling walls.

17. Installation and coordination of temporary warning signs, directional signs, barricades and fences required to direct, control and protect the public throughout the construction period.

18. Coordination of installation of light poles and conduits and permanent signage outside the deck.

II. Architectural The proposed open parking garage will be of non-combustible material (Construction type II-B), S-2 occupancy, non-sprinklered, non-high-rise construction.

The parking structure will have two open egress stairs; one at the northeast corner and another at the southeast corner of the deck. The northeast corner will also contain the elevator tower. We anticipate two elevators will be required at this corner due to events at the Convocation Center. The southeast corner will have one elevator.

The floor elevations have been set as follows: a. Level 1 (Ground): 11’-6”; sufficient room to locate the

ADA Van Accessible spaces at this level. b. All other floors: 11’-0”; to have a few inches more than the code required minimum clearance. Slightly higher clearance will make a precast deck more user friendly:

better visibility and wayfinding.

III. Civil Engineering:

Erosion Control Includes labor, material, and equipment for temporary and permanent management practices during the life of the Contract to control erosion, storm water runoff, and pollution through the use of berms, dikes, dams, sediment basins, fiber mats, netting, mulches, grasses, slope drains, temporary silt fences, and other management practices.

Site Demolition There will be the need to remove some of existing asphalt paving, striping, light poles, and walls to fit the new parking deck development. Includes labor, material and equipment necessary to remove existing paving, underground tanks, pipes and utilities and site items as required, including but not limited to the existing parking lots, light poles, tree islands and the asphalt sidewalk. Remove existing trees and vegetation within the limits of construction.

Protection of Existing Work: Before beginning demolition work, carefully survey the existing work and determine the extent of the work. Take necessary precautions to insure against damage to existing work to remain in place, or to be reused. Repair or replace damage to existing work at no additional cost to the Owner. Carefully coordinate the work of this section with other work and construct and maintain shoring, bracing and supports, as required. Ensure that structural elements are not overloaded. Increase structural supports or add new supports as required as a result of cutting, removal, or demolition work performed.

Site Utilities Storm Sewer Management Storm water management will meet the current City of Atlanta's Stormwater Ordinance and will require Water Quantity and Water Quality Treatment of the runoff generated by the new Development building and new impervious surfaces. There will be the expectation that the first 1" of runoff generated for the development be either infiltrated or captured for re-use on site to meet the "Green Infrastructure" requirement under the new ordinance. A percolation test will be required to determine the infiltration rate of the site to help in determining the best "Green Infrastructure" technique to use. Only if the infiltration rate comes back as being less than 0.25 inches per hour will a proprietary water quality device be allowed in lieu of an infiltration type system. A stormwater detention system will be required to keep the site runoff rates below the City of Atlanta allowable rates. An underground vault system is anticipated for this project. In addition, the parking deck roof-drains will be routed and collected in the new storm system. This system will discharge into an existing storm pipe located in the Pollard Boulevard right-of-way.

Material to be used for construction consists of the following:

1. Reinforced Concrete Pipe: Use pipe conforming to ASTM Specification C-76, Class III, unless otherwise specified or shown on the drawings.

2. PVC Pipe: Use pipe conforming to ASTM F 679.

3. Ductile Iron Pipes: Use piping and special fittings according to AWWA C600 or AWWA M41.

4. Catch Basins, Drop Inlets, Junction Boxes, and Spillways:

a. Structures: concrete and/or brick as detailed on contract Drawings.

b. Concrete: conforming to the Site Concrete Section of these Specifications, minimum 28-day compressive strength of 3,000 psi.

c. Brick: hard No.1 manufactured of clay or shale of uniform standard commercial size with straight, parallel edges and square corners, burned uniformly hard entirely through with uniform color and uniform abrasion, ASTM C32.

d. Mortar: ASTM C270, type M.

e. Sand: clean and sharp, and free from deleterious substances and containing not more than five (5) percent by volume of material passing 100 mesh sieve.

f. Coarse aggregate: crushed stone of solid composition, free from dirt and debris, ASTM C33.

g. Gratings: grey iron casting, ASTM A-48.

h. Keep structures clean of all fallen masonry, silt, debris, and other foreign matter.

i. Precast concrete structures: ASTM Specification C478

Asphalt Paving

Asphalt paving is anticipated in all driveway and parking areas and should conform to the following standards:

1. Paving Base Course: Crushed stone base, primed as specified in Georgia D.O.T. Section 310, unless otherwise specified on the plans.

2. Use materials for hot mix asphalt concrete construction as specified in Georgia D.O.T. Section 400.

3. Use paving subbase of select soils from stockpiles and site grading operations.

4. Thermoplastic traffic stripe: Georgia DOT Section 653.

5. Use materials for shoulder paving that conform to those used in existing shoulders approved by Georgia D.O.T

IV. Structural Engineering Key features of the structural system are:

1. The floors will consist of factory topped double tees (DT’s).

A small amount of field topping will be required for factory topped DT’s near the corners of the structure, the “washes” (small strips of concrete used to protect and help drain the water away from critical connections) and over supporting interior beams.

2. Supporting beams and columns will also be made of precast concrete.

3. Precast shear walls will be required for the lateral load resisting system.

4. The slab on grade and retaining walls will be cast in place concrete.

5. The foundation system will be per the recommendations of a site-specific Geotechnical investigation.

V. Mechanical Engineering Typically, parking structures are considered “open” for code classification and therefore do not require any mechanical ventilation systems, per code. Level 1 of the structure is partially underground and will require careful study to confirm it can be designed as “open”. If grades are such that this level is considered enclosed, ventilation at 1.5 CFM per square foot of floor area will be required to meet the code ventilation requirements.

Any enclosed stair towers will be provided with an exhaust fan and louver combination that will be linked to a thermostat within the space. The exhaust fan will turn on and the corresponding intake louver will open whenever the thermostat reaches a predetermined adjustable set point. The exhaust fans will be sized for approximately 1,500 CFM each. The louvers and exhaust fans will be equipped with motor operated dampers that will close when the systems are not operating.

The mechanical, electrical, IT and storage rooms will be provided with an exhaust fan and intake louver combination to maintain acceptable indoor air quality within the space. System operation will be controlled with the lighting in the space so that the system operates when the space is occupied only.

Heat will be provided via electric unit heaters in the mechanical and storage rooms. Heating and cooling will be provided via a combination unit for the electrical and IT rooms.

VI. Electrical Engineering Electrical Service Incoming electrical service to the parking structure will be 480/277 volt, 3-phase, 4-wire. This service will be provided from pad-mounted utility transformers. A service entrance rated distribution panel with a main circuit breaker will be located in the electrical room.

480/277-volt circuit breaker panels will be provided to serve lighting and HVAC equipment. Dry-type transformers will supply power to 208/120-volt circuit breaker panels. These panels will serve receptacles and general power. Convenience duplex receptacles will be provided at the stair towers, in the rooms and at select locations per level. Ground fault circuit interrupter (GFCI) type receptacles will be provided as required by the National Electric Code. All electrical systems will be designed per the local Code.

The electrical service will be sized to accommodate 15 electric car charging stalls. Future provisions in the electrical design will be included to allow for additional car charging stalls.

VII. Lighting All lighting within the parking structures will meet or exceed IES recommended illumination levels for each area. All fixtures located in parking areas will be weatherproof. All fixtures located in public areas will be vandal resistant.

The proposed lighting systems for each area are as follows:

• Interior Parking: LED fixtures optimized for parking structures will be provided for the interior parking areas. Fixtures will be mounted 1” above the bottom of the precast concrete tee stems or cast-in-place beams. Additional fixtures will be located at vehicle entrances for eye adaptation and will operate during daylight hours. Fixtures will be controlled by photocells or timers to turn lighting off when sufficient natural light is present.

• Exterior Parking: Pole-mounted LED fixtures with cutoff optics will be provided on the top level of the structures. Fixtures will be mounted 24’ from finished floor and located in the middle of the structure to reduce light trespass and visibility of the poles from street level.

• Stair Towers: LED or fluorescent fixtures will be provided. These fixtures will be controlled by photo cells to turn lighting off when sufficient natural light is present.

• Mechanical/Electrical/Storage Rooms: Industrial fluorescent fixtures will be provided. These fixtures will be controlled by occupancy sensors for automatic shut-off when the areas are unoccupied.

• Emergency Lighting: Selected interior light fixtures will be connected to the emergency power circuits to meet minimum code lighting levels. Emergency power will be supplied from the office building and is about 35 kw.

• Exit Lighting: LED fixtures will be provided throughout the facility to indicate paths of egress. Exit lights will be connected to the emergency power circuits.

VIII. Plumbing Engineering Separate water feed will be brought into the parking structure, one for domestic water and other for the dry standpipe fire protection system. The domestic water will be protected by a backflow preventer.

The domestic water system should be drained annually prior to the winter months for freeze protection measures. All water lines within the parking structure will be copper. The system will provide domestic cold water to hose bibs mounted throughout the interior of the parking structure for landscaping and for ease of annual washdown maintenance.

A storm drainage system will be connected to the drains located at the top level. Sanitary drainage and venting will be provided for the typical levels

XI. Fire Protection Engineering

The covered levels of the parking structures will not be sprinkled per code. Manual dry standpipes will be provided for the parking structures. Sprinklers will be required for the ground tier if it is considered enclosed. No costs for sprinklers have been included at this conceptual design level.

X. Voice and Data Systems The elevators will have emergency voice communications. The parking equipment will have power and data circuits and voice communications with the parking office.

XII. Signage All signage will meet current GSU standards and ADA requirements. A standard parking deck signage package: aluminum sign panels with one color reflective background and reflective white letters will be included. There will also be signs indicating the floor number at every other column and at all stairs and elevators. A “wayfinding “package consisting of color coding of each level or theming (assign a memorable name to each level so users remember where they parked) and panels boards at elevators showing a campus map showing users “You are here” would be advisable given the anticipated use of the structure by the convocation center XIII. Building Security Passive Security Systems The long span construction and other design features such as high levels of lighting, minimum number of interior shear walls, open stairs and glass-back elevators should be considered.

Emergency Communication Systems Emergency call stations with visual strobe indicators will be provided on all tiers near each stair tower.

The stations will be hands-free and ADA compliant.

XIV. Facade Façade concept: Precast spandrels with reveals. Per IBC requirements for open parking garages, the façade design will maintain at least 20 percent openness on at least two sides, evenly distributed and shall cover at least 40 percent of the perimeter of the garage.

XIIII. Facade Façade concept: Precast spandrels with reveals. Per IBC requirements for open parking garages, the façade design will maintain at least 20 percent openness on at least two sides, evenly distributed and shall cover at least 40 percent of the perimeter of the garage.
