About this opportunity
The City of Wichita is requesting bids on lead-free gasoline (E10), Diesel #1, and Diesel #2 fuel for the Public Works & Utilities Department/Fleet Division, with sealed bids due November 6, 2026 at 10:00 a.m. CT and questions due October 28, 2026 at 5:00 p.m. CT. Award will be based on lowest and best total net bid and may be awarded to multiple vendors.
The scope covers an estimated annual volume of 750,000 gallons of lead-free fuel, 735,000 gallons of diesel, and 15,000 gallons of red dye diesel, delivered via tank wagon loads to multiple city departments including the Airport Authority, Police, Fire, Wichita Transit, Parks, and Public Works & Utilities across numerous storage locations throughout the city. Diesel fuel must meet specified minimum API gravity, BTU content, sulfur limits, flash point, and cetane number; gasoline must meet minimum 87-octane rating. Vendors must deliver orders placed before 8:00 a.m. by 4:00 p.m. the same day and maintain availability 365 days per year, including weekends and federal holidays at an alternative markup rate.
Bidding mechanics require a markup per gallon by fuel type added to the OPIS published low price for the Wichita Area Wholesale Suppliers, with markup including freight costs but excluding federal and state taxes, super fund fees, and cleanup fees. The City will pay the preceding Friday's OPIS low price plus the bidder's stated markup. Successful vendors must submit invoices within one week of delivery, separated by delivery location, and provide annual fuel purchase reports.
The contract term is one year with two optional one-year renewal periods under the same terms and conditions by mutual agreement. Minimum vendor qualifications include industry experience, compliance with federal, state, and local laws, Kansas Secretary of State registration, and capacity to obtain required bonds and insurance. Vendors must carry Commercial General Liability ($1 million each occurrence / $2 million aggregate), Comprehensive Automobile Liability ($1 million each occurrence), Workers' Compensation to statutory requirements, Employers Liability ($1 million per accident), and Professional Liability ($1 million each claim / $1 million annual aggregate), with the City added as primary and non-contributory additional insured. City Council approval is anticipated November 24, 2026.
