About this opportunity
The University of Wyoming is seeking bids for a fuel supply contract through an Invitation for Bid (IFB) JRB-2025-24, specifically soliciting suppliers to provide unleaded gasoline (10% ethanol) and diesel fuel for multiple university locations in Laramie, Wyoming. The procurement covers fuel delivery to Fleet Services, Transportation Services, Central Energy Plant, and LREC Stock Farm, with estimated quantities ranging from 0 to 2,280 gallons across different sites. Bidders must submit electronic proposals through the BidNet platform by 3:00 p.m. Mountain Time on June 19, 2025, with the contract set to run through June 30, 2026. Suppliers are required to provide detailed pricing breakdowns including base cost, freight, and taxes per gallon, and must submit completed Exhibit 1 (export compliance information) and Exhibit 2 (agreement for services). Qualification requirements include having current Wyoming residency certification, with the university offering a 5% preference for Wyoming residents. The bid is non-exclusive, with no guaranteed minimum usage, and requires suppliers to provide both 10% ethanol unleaded gasoline and CARB Ultra low sulfur diesel.
The contract has a maximum value of $500,000 and includes payment terms of Net 45. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the procurement does provide a preference for Wyoming-based suppliers. The bid emphasizes sustainability practices and export compliance, with suppliers required to complete additional documentation beyond standard fuel delivery specifications. No information is provided about incumbent vendors or existing technological infrastructure that might require integration. Potential bidders should note the stringent submission requirements, including electronic-only submissions through BidNet, with strict warnings about timely document uploads. Suppliers must be prepared to meet the university's detailed fuel specifications and compliance requirements, understanding that the contract does not guarantee any minimum fuel purchase volume.
