About this opportunity

The University of Wyoming Procurement and Payment Services has issued an Invitation for Bid (IFB CZ-2025-14) for a fuel supply and delivery contract covering multiple university locations in Laramie, Wyoming. The procurement seeks bids for unleaded gasoline (10% ethanol) and diesel fuel (#2 Red Diesel with winter blend capabilities) to support Fleet Services, Transportation Services, Central Energy Plant operations, and the LREC Stock Farm. Total fuel quantities include 4,550 gallons of unleaded gasoline and 3,065 gallons of diesel, to be delivered to four distinct university locations. Bidders must submit fully completed bid forms with pricing for base cost per gallon, freight per gallon, and tax per gallon for each fuel type and location, along with required export compliance certification and an Agreement for Services. The submission deadline is 3:00 p.m. Mountain Time on October 23, 2025, through the BidNet electronic portal, with questions required to be submitted in writing by 1:00 p.m. MT on the same day. The contract will commence on the supplier's specified start date and remain in effect until June 30, 2026, with the bid to be awarded on an all-or-nothing basis requiring full delivery capability for all specified quantities.

The procurement includes a Wyoming resident preference of five percent for suppliers with current Wyoming residency certification on file with the Wyoming Department of Workforce Services. The total payment under the resulting agreement shall not exceed $500,000.00, with Net 45 payment terms and no prepayment permitted. Suppliers must provide original invoices with each delivery and coordinate delivery timing with designated facility contacts, with potential removal from the bid list for late deliveries, missing invoices, or pricing errors. The successful vendor will be responsible for all delivery logistics, ensuring fuel quality compliance with CARB Ultra low sulfur diesel and 10% ethanol gasoline standards, and managing any damages or spills occurring during delivery. Deliveries are estimated to occur approximately weekly on an as-needed basis. The procurement is subject to the University's standard Terms and Conditions, equal employment opportunity requirements, and export compliance regulations. Bidders must demonstrate the ability to meet all technical specifications, including fuel type, delivery frequency, and quality standards, with the contract designed to provide a consistent and reliable fuel supply for various university operations.
