About this opportunity

The University of Wyoming is seeking a fuel supply contract through an Invitation for Bid (IFB) CZ-2025-13, targeting procurement of unleaded gasoline with 10% ethanol and #2 Red Diesel for multiple campus locations in Laramie. The procurement requires electronic submission through the BidNet platform by 3:00 p.m. MT on October 9, 2025, with a contract term extending through June 30, 2026. Delivery will be required to four primary locations: Fleet Services, Transportation Services Fuel Facility, Central Energy Plant, and LREC Stock Farm, with tank capacities ranging from 300 to 9,000 gallons. Bidders must provide detailed pricing structures including base cost, freight, and tax per gallon for different fuel types across multiple delivery sites, with specific quality requirements mandating 10% ethanol for unleaded gasoline and CARB Ultra low sulfur for diesel fuel. The university will award the contract on an all-or-nothing basis, with Fleet Services estimating weekly delivery volumes and requiring comprehensive product specifications.

The procurement includes provisions for Wyoming resident preference, with a 5% preference applied during evaluation, and requires compliance with equal employment opportunity regulations and export control guidelines. Suppliers must provide comprehensive information about their products, including potential export jurisdiction classifications, and have an executed service agreement on file with the university. The total contract value is not expected to exceed $500,000, with payment terms established at Net 45. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the bid does emphasize local and state-level participation preferences. Potential bidders must submit complete documentation electronically, understanding that incomplete uploads or submissions after the deadline will result in disqualification. The university will only accept bids through the BidNet system, with questions also required to be submitted electronically through the same platform.
