About this opportunity
The Colorado Department of Corrections is requesting quotes for fresh produce delivery to seven correctional facilities under Documented Quote 2027000098, with quotes due September 16, 2026, at 12:30 p.m. Mountain Standard Time — a one-day turnaround from the posted date. Modification #1, issued September 15, 2026, corrected the watermelon quantity for Denver Women's Correctional Facility from six pounds to zero pounds. The solicitation is open to any organization capable of providing the requested services, with no set-asides or preferences stated.
The scope comprises approximately 30 fresh-produce line items including apples, bananas, oranges, lettuce and salad mixes, russet potatoes, carrots, celery, onions, bell peppers, and related items for delivery across Buena Vista Correctional Complex, Arkansas Valley Correctional Facility, Central Warehouse, Sterling Correctional Facility, Denver Women's Correctional Facility, Denver Reception & Diagnostic Center, and Limon Correctional Facility. Deliveries span three dates: Monday, September 21 to Buena Vista; Tuesday, September 22 to Arkansas Valley, Central Warehouse, and Sterling; and Wednesday, September 23 to Denver Women's Correctional Facility, Denver Reception & Diagnostic Center, and Limon. All produce must meet current United States Department of Agriculture grade standards; salad mix and shredded lettuce must carry a minimum 10-day shelf life upon delivery. F.O.B. Destination terms apply, and all pricing must be all-inclusive of delivery, shipping, and associated costs with no additional charges. Pricing must remain firm during the purchase order term; the CDOC may elect to include annual price increases not exceeding 2.5% per fiscal year if mutually agreed upon.
No guaranteed minimum quantities or dollar amounts apply. Award will be made to the responsible bidder whose acceptable quote is most advantageous to CDOC, with price as the primary consideration and sample quality and lead time as secondary factors. The CDOC reserves the right to award to multiple bidders. The anticipated purchase order start date is September 16, 2026. All awarded contractors must complete enhanced criminal background investigations, fingerprinting, and drug testing, and must consent to facility searches. Bidders must be registered in CORE and with Bidnet Direct, submit W-9 forms and conflict-of-interest certifications, provide evidence of insurance, and comply with all purchase order terms and conditions. Written inquiries closed September 14, 2026, at 4:00 p.m. MST.
