About this opportunity
The Colorado Department of Corrections is requesting quotes for fresh produce to supply correctional facility kitchens under Documented Quote DQ 2027000030, with quotes due July 29, 2026 at 12:30 p.m. Mountain Standard Time and written inquiries due July 27, 2026 at 4:00 p.m. MST.
The scope covers 30 line items of fresh produce—including apples, bananas, cantaloupes, oranges, pears, watermelons, broccoli, cabbage, carrots, cauliflower, celery, corn, cucumbers, lettuce varieties, onions, peppers, potatoes, tomatoes, and yams—with detailed quality, sizing, and count specifications. Certain items including salad mix and shredded lettuce require a minimum of 10 days remaining shelf life upon delivery to the central warehouse. Deliveries are scheduled across seven CDOC facilities (Buena Vista Correctional Complex, Arkansas Valley Correctional Facility, Sterling Correctional Facility, Denver Women's Correctional Facility, Denver Reception & Diagnostic Center, and Limon Correctional Facility) and a central warehouse on August 3–5, 2026, with delivery windows between 9:00 a.m. and 2:00 p.m. All products must be U.S. Department of Agriculture-compliant, properly labeled, and date-coded. Brand substitutions are not permitted. Pricing must be submitted on an FOB Destination basis with all-inclusive costs; vendors must account for shipping costs in their quotes. Pricing shall remain firm for the purchase order term.
Price is the primary evaluation criterion. The CDOC reserves the right to award to the responsible bidder whose acceptable quote is most advantageous and may award to multiple bidders if in the state's best interest. The anticipated purchase order start date is July 29, 2026, with no renewal options specified.
Awarded vendors must provide proof of Good Standing with the Colorado Secretary of State, register in CORE through the Vendor Self Service website, maintain commercial general liability insurance at $1,000,000 per occurrence, and complete enhanced criminal background investigations, drug testing, and fingerprinting within 30 days of award notification. Failure to meet delivery schedules within three calendar days' written notice or three separate delivery failures within the agreed timeframe may result in vendor disqualification from future solicitations for three years or indefinitely. All responses must include Exhibits A through F submitted electronically through bidnetdirect.com/cdoc.
