About this opportunity
Sacramento County is procuring construction services for the Freeport Bridge Deck Repair Project (Contract #4702R), a rebid opportunity under the County's Department of Transportation, Public Works & Infrastructure Agency. The project encompasses comprehensive repair and restoration of Bridge No. 24C0001, a dual-leaf bascule bridge spanning the Sacramento River, and requires furnishing all necessary labor, materials, equipment, and incidental work to complete the specified bridge repairs. Deliverables include 43 locations of girder weld repairs, 42 locations of deck weld repairs, 3 locations of lateral brace bolt repairs, 2 locations of joint armor repairs, and 2 locations of pin/roller repairs, along with associated mobilization, water pollution control planning and implementation, job site management, lead compliance planning, traffic control measures, and four portable changeable message signs. The scope requires all work to comply with ASTM A709 Grade 50 structural steel standards, ASTM F3125 Grade A325 high-strength bolts, AWS D1.1 welding requirements, and 2024 Sacramento County and California Department of Transportation Standard Specifications. Qualified bidders must hold a valid California Class A contractor's license, provide proof of SSPC quality certifications or equivalent documentation, source all materials from AISC-certified fabricators, and comply with prevailing wage requirements under California Labor Code sections 1720 and following. The project must be completed within 30 working days with the bridge remaining operational throughout construction, maintaining at least one lane in each direction on adjacent roadways from 5 a.m. to 9 p.m. daily, with one leaf available for marine traffic at all times and capable of opening with one-hour notice except during allowable work hours from 9 p.m. to 5 a.m. A non-mandatory pre-bid meeting is scheduled for May 15, 2026 at 9:00 a.m. on-site at the Freeport Bridge, with a question submission deadline of May 7, 2026 at 5:00 p.m., bid opening on May 21, 2026 at 2:00 p.m., and bids submitted electronically through the Sacramento County electronic bidding portal with automatic opening at 2:01 p.m.
This procurement is not subject to disadvantaged enterprise set-asides, though it is subject to Title VI non-discrimination compliance requirements and federal prevailing wage standards as a federally-assisted project under the Federal Highway Administration. Contractors and subcontractors must be registered with the California Department of Industrial Relations and comply with FHWA-1273 contract provisions, including Davis-Bacon wage determinations, equal employment opportunity requirements, Contract Work Hours and Safety Standards Act compliance, and debarment certifications. Vehicles with a gross vehicle weight rating greater than 8,500 pounds used on this project may be subject to California Air Resources Board Advanced Clean Fleets regulations, requiring the apparent low bidder to submit valid Certificates of Reported Compliance or applicable exemption documentation by 4:00 p.m. on the Monday following bid opening. The successful bidder must execute both a Payment Bond and Performance Bond each for not less than 100 percent of the contract price, and provide bid security of at least 10 percent of the aggregate bid amount in the form of a bid bond, certified check, cashier's check, or cash. Liquidated damages are assessed at $3,600 per calendar day for delays beyond the 30 working days allowed. The estimated construction cost for this project is $480,000, with award based on base bid only with no consideration of additive or deductive items.
