About this opportunity

Front Range Community College is requesting proposals for Design/Build Guaranteed Maximum Price contracting services for a Security Upgrade Collegewide Phase 1 of 2 project under RFP AFB-27-03-CW, with qualifications due October 7, 2026 by 2:00 PM MST and mandatory pre-proposal conferences and site tours on September 16, 2026 at the Larimer Campus (8:30 AM) and Westminster Campus (11:30 AM).

The scope is comprehensive assessment, design, and construction of upgrades to the existing electronic access control system across all three campuses, including evaluation of existing infrastructure, development of collegewide architecture and standards, and implementation of priority security improvements. Respondents must demonstrate two years of operation under the same business name, experience on at least two projects exceeding $2 million in hard costs, and specialized expertise in enterprise-scale physical access control systems, existing-conditions assessment, integrated physical and electronic security design, CPTED principles, cybersecurity, and higher education environments. Proven bonding capability up to $2 million is required.

The estimated project cost is $1.9 million on a bonded lump-sum basis with not-to-exceed reimbursables and a Guaranteed Maximum Price upon Design Development completion. Qualifications account for 70 percent of evaluation weight; fee proposals constitute 30 percent, with award based on best overall value to the State. Sealed fee proposals are due October 21, 2026 by 2:00 PM MST, followed by oral interviews on October 22, 2026 and anticipated selection by October 30, 2026. Contract negotiation, design start, and construction commencement are expected between November and December 2026.

Prevailing wage requirements apply under C.R.S. 24-92-Part 2, with Colorado labor required to perform at least 80 percent of work per C.R.S. 8-17-101. Performance and payment bonds of not less than 50 percent of contract value are required. The Buy Clean Colorado Act applies to eligible materials (asphalt, cement, concrete, glass, and structural steel), requiring Environmental Product Declarations meeting maximum global warming potential limits. Apprenticeship certification requirements under C.R.S. 24-92-115 and labor burden calculation documentation per State Buildings Program standards are mandatory.
