About this file
This is a Direct Labor Burden Calculation form issued by the State of Colorado Office of the State Architect, State Buildings Program (SBP), for use on construction projects. The form is a mandatory submission required prior to execution of any construction agreement and must be completed by the primary contractor and each major subcontractor (including electricians, plumbers, mechanical contractors, excavators, millwork, and concrete specialists). The document establishes the framework for calculating labor overhead percentages that will be incorporated into Exhibit A of the construction contract and used for all future change order proposals under SC-6.312.
The labor burden calculation includes all employee benefits and costs paid by contractors on their payroll, such as payroll taxes, pension costs, health insurance, dental insurance, life insurance, and other specified benefits. Each contractor and subcontractor must submit one separate Labor Burden Calculation Sheet with itemized percentages for each benefit category, resulting in a total labor burden percentage that must be agreed upon by both the contractor and the State's Principal Representative. The State reserves the right to require backup documentation and verification of all information included in the calculation. This established labor burden percentage becomes a contractual term and directly impacts the pricing methodology for any subsequent change orders on the project.
