About this opportunity

The Georgia Department of Revenue is requesting proposals for the design, development, implementation, and maintenance of a Fraud Management Solution under RFP 47400-DOR0000056, with proposals due April 3, 2015, and a mandatory in-person bidders' conference scheduled for March 18, 2015 at 1800 Century Boulevard NE, Suite 14200, Atlanta.

The solution must integrate with the existing Integrated Tax Solution (ITS) application and operate within the state's operating environment at the North Atlanta Data Center (NADC); hosted solutions are not acceptable. Offerors may propose custom development, off-the-shelf applications, or hybrid combinations. The system must process approximately 4.3 million tax returns annually and compare at least 10 unique data sources to identify fraudulent filings, with less than 5% of returns anticipated to require identity confirmation. The solution must support knowledge-based authentication for identity and joint-filer verification, include a web-based user interface for the authentication process, facilitate inter-state data sharing via Gentax Data Exchange and FTA Suspicious Filers Exchange, and enable state personnel to configure quiz parameters, pass/fail thresholds, and expiration criteria without vendor support. Identity verification must achieve zero tolerance for incorrect associations through direct 1:1 data matching. Historical data storage of approximately 4.5 terabytes with anticipated annual 2% growth is required. Any solution handling Federal Tax Information must comply with IRS 1075 standards.

The vendor must provide on-site project and development team resources at DOR's Century Center location for the duration of the project and post-implementation support. The initial contract term runs from award through June 30, 2016. Performance bonds or irrevocable letters of credit equal to 100% of the awarded contract amount are mandatory and non-waivable. Software maintenance and support costs must be provided separately by year. Questions were due March 25, 2015 (extended from March 23, 2015 following the March 18 conference). All proposal attachments must be submitted in Microsoft Excel, Word, or PDF format. Suppliers must comply with federal work authorization requirements through executed Contractor and Subcontractor Affidavits prior to bid consideration.
