About this file
This is a Supplier Questions and Answers document issued by the Georgia Department of Revenue in response to an RFP for a Fraud Management Solution (RFP Number 47400-DOR0000056). The RFP was initially posted to the internet on February 27, 2015, with this Q&A document revised on February 11, 2011, and dated March 18, 2015. The solicitation seeks qualified suppliers to design, develop, implement, and maintain a comprehensive fraud management solution that will integrate with the existing Integrated Tax Solution (ITS) application and be housed in the state's operating environment at NADC. The Department of Revenue is open to creative custom solutions, off-the-shelf products, or hybrid approaches. Offerors must demonstrate strong organizational strength, proven track record, dedicated resources, and commitment to the DOR's vision and goals. The issuing officer is Arnaz Fanning, and interested parties can contact him at Arnaz.fanning@dor.ga.gov or 404-417-2188.
The Q&A document addresses a critical question regarding Mandatory Requirement #8, which concerns whether prospective offerors would be disqualified if their proposed solution included subcontractors requiring electronic data transmission between NADC and external fraud detection service providers. The Department of Revenue determined that this requirement would be removed from the solicitation, and a revised solicitation was to be issued. This clarification allows offerors to propose solutions that integrate with third-party data and fraud detection services without facing automatic disqualification, thereby enabling more comprehensive fraud management capabilities while maintaining flexibility in proposal structures.

1.
Would a prospective Offeror be required to answer “No” to that question – and thereby resulting in the disqualification of their technical proposal, and therefore be prevented from pursing this eRFP entirely – if their proposal otherwise met all other mandatory requirements and their solution met all of the requirements of the FMS with an established COTS offering that can interface with the existing ITS application and be housed in the state’s operating environment (NADC), as desired, but where one or more sub‐ contractors of the Offeror are included in Offeror’s proposal as innovative providers of public and commercially available records and fraud detection services that require data to be transmitted between Georgia Department of Revenue (NADC – the location of the FMS) and the Supplier/Offeror’s sub‐contractor(s) electronically in order to enrich the fraud rules managed by the FMS hosted at
NADC?
Mandatory Requirements #8

If such a response would indeed be deemed non‐compliant with this mandatory requirement, would the DOR instead prefer that the Offeror simply includes those additional prospective providers of data and services as recommendations, describe how they would integrate with the FMS and improve fraud detection, but leave them out of the core response and pricing, and instead present them as options for the DOR, to be contracted and purchased separately from this procurement?
