Supplier Q&A - 2: Fraud Management Solution

This is a Supplier Questions and Answers document related to the Georgia Department of Revenue's eRFP for a Fraud Management Solution. The document addresses inquiries submitted by potential offerors regarding the procurement. The Georgia Department of Revenue is seeking qualified suppliers to design, develop, implement, and maintain a comprehensive fraud management solution that will integrate with the state's existing Integrated Tax Solution (ITS) application. The solicitation permits offerors to propose custom solutions, off-the-shelf applications, or hybrid approaches, with the understanding that hosting will occur within the state's operating environment at the North Atlanta Data Center (NADC) rather than through a hosted solution model. The department prioritizes suppliers demonstrating strong organizational capabilities, proven performance history, dedicated resources, innovation, and commitment to the DOR's strategic vision and objectives.

The specific questions and answers contained within this document serve to clarify requirements, technical specifications, implementation expectations, and other details relevant to proposal development. This Q&A document functions as an addendum to the primary solicitation materials and provides binding clarifications that all prospective bidders should incorporate into their responses. The dialogue between the department and potential suppliers helps ensure alignment on critical project parameters, reducing ambiguity and enabling more competitive and responsive proposals.

Answers

1.

Question 33 in the Mandatory Scored Response spreadsheet indicates that identity confirmation is needed for 10 million tax-filer records. Our proposed services will be based, in part, on the number of individual income tax returns that the state receives annually. We can therefore provide a more competitive price if identity confirmation and fraud functions are based on an accurate number of individual income tax returns and tax filers.

Will the state confirm the approximate number of individual income tax returns it receives on an annual basis, as well as the need for identity confirmation services for 10 million tax-filer records (regardless of whether these tax-filer records involved submission of an individual income tax return)?

Mandatory Scored Response spreadsheet, Question 33

DOR receives approximately 4.3 million tax returns annually and less than 5% are sent for identity confirmation.
