About this file
This is a Conference Transcript related to the Georgia Department of Revenue's Fraud Management Solution procurement. The document pertains to a bidders' conference or stakeholder meeting conducted regarding the eRFP for design, development, implementation, and maintenance of a fraud management system. The solicitation allows offerors to propose custom solutions, off-the-shelf products, or hybrid approaches. The solution must integrate with the existing Integrated Tax Solution (ITS) application and be housed within the state's operating environment at the North Atlanta Data Center (NADC). The Department of Revenue is seeking suppliers that demonstrate strong organizational capabilities, proven track records in similar implementations, dedicated resources, innovative approaches, and commitment to the department's strategic vision and objectives.
The transcript captures discussions and information exchanges that occurred during the bidders' conference, likely addressing questions about technical requirements, system integration specifications, implementation timelines, and evaluation criteria. Participants would have included potential offerors, Georgia DOR representatives, and technical staff. The conference provided an opportunity for interested vendors to clarify solicitation requirements and understand the scope of work prior to submitting proposals. Details regarding specific pricing structures, set-asides, incumbent contractors, funding mechanisms, and contract term duration would be contained within the transcript itself, reflecting discussions held during the conference proceedings.

3 MR. FANNING: Everyone, thank you for
4 taking the time to come out. We did not
5 expect a crowd this large. We're glad to see
6 everyone. My name is Arnaz Fanning; I'm the
7 Procurement Officer for the Department of
8 Revenue, and this is the Offerors' Conference
9 for RFP for Fraud Management Solution. We
10 are looking at procuring a Fraud Management
11 Solution.
12 I am going to let Ms. Charlette -- tell
13 me your last name, I'm not going to even say
14 it --
15 MS. UQDAH: Uqdah.
16 MR. FANNING: -- give you an overview
17 of what we're, what the expectations are.
18 MS. UQDAH: Good morning, everyone, 19 welcome. We're excited to have you all here
20 today. I am Charlette Uqdah; I am one of the
21 IT Managers here at the Department of
22 Revenue. And I basically want to share with
23 you a little bit about our current
24 environment. Speak up?
1 I want to share with you a little bit
2 about our current environment and basically
3 how the Fraud Management Solution will
4 basically be extending our current
5 environment.
6 Our current environment today, for the
7 past four years DOR has processed
8 approximately 4.3 million returns annually.
9 Of those returns about less than five percent
10 have been stopped to be held for identity and
11 fraudulent activity.
12 What we have done so far is in our
13 current environment, we are, as returns are
14 processed we are looking at historical data, 15 external data sources, and internal fraud
16 leads. We use that information today to flag
17 potential returns for identity and tax fraud.
18 In our current environment also we use
19 a current workflow. That workflow is used to
20 kind of help our Fraudulent Unit identify
21 identity fraud and tax fraud as well.
22 Business users also have the ability to
23 flag fraudulent returns in what we call a
24 data exchange. That data exchange is
25 basically a part of our integrated tax
1 system. It's used basically by all of Gentax
2 states to share information. We also use the
3 Federal Taxation Administration Suspicious
4 Filing Change platform.
5 Our preferred platforms today for DOR
6 are Windows and .Net for our deployment. We
7 basically use Secure FTP, as well as Connect
8 Direct for our protocol and for our Product
9 Management Solution.
10 What we're pretty much looking for
11 today is a way to basically for DOR to stay
12 relevant with the evolving fraudulent
13 schemes, and in an effort to do that we have
14 actually posted this Proposal.
15 With this Proposal we are desiring a
16 comprehensive scalable environment which will
17 allow us to have a robust system to help us
18 in accommodating customer innovations, 19 legislative mandates, as well as internal
20 security requirements.
21 This solution will also expand DOR's
22 commitment to enhancing our internal fraud
23 rules, for delivering statistical
24 information, as well as improving our current
25 workflow. The solution must contain a
1 minimum of ten data sources, and those data
2 sources will be, excuse me, incorporated with
3 our existent data sources, which will also
4 allow for the integration and incorporation
5 of said State data and our historical data as
6 well.
7 I kind of touched on the allowance of
8 data sharing among various states. We want
9 to have that flexibility as well with the new
10 Fraud Management Solution. We want to also
11 be able to store historical data. Along with
12 storing of historical data we want to allow
13 for the integration of analytics, and that
14 analytics will basically allow us to flag
15 various tax schemes and be able to identify
16 theft and tax fraud.
17 Along with those particular
18 requirements we would also like to
19 incorporate an identity quiz. This identity
20 quiz will be defined, executed and governed
21 by the Department of Revenue. The quiz is
22 expected to be sourced from public as well as
23 historical DOR data. DOR users will need to
24 specify the threshold and criteria to get
25 this identity quiz created.
1 We are expecting for any offer to
2 provide a web-based interface which will host
3 the identity quiz. This identity quiz must
4 have the ability to make identity quiz
5 changes that are effective immediately. And
6 we would like to also report on the identity
7 quiz pass/failure rate, as well as be able to
8 change any questions or remove any questions
9 if they don't apply as well.
10 One of the other requirements of the
11 solution is to allow the analysis, the impact
12 analysis of fraud rule changes; and this is
13 just to find out what percentages and what
14 returns will be affected before actually
15 making that change more permanent in
16 production environment.
17 There is a need to have approximately
18 seven users that will have this capability
19 and a update and change capacity. We have
20 about fifteen users that will need to have
21 read and reporting capabilities, and that
22 will encompass both the business and
23 technical teams.
24 The functionality configuration is
25 expected to change dynamically and frequently
1 for the entire season, and each offer, once
2 the bid is actually awarded, DOR requires
3 that the private management staff and
4 development staff actually co-locate here at
5 Century Center with the existing development
6 staff during duration of the project through
7 post-implementation.
8 MR. FANNING: I kind of jumped ahead of
9 myself. I apologize. What I'd like to do
10 now is introduce to you guys the DOR staff
11 here. We'll start on my left. State your
12 name and what it is in this program that you
13 do.
14 One more thing. This session is being

11 MR. ELLIS: Sean Ellis, IDology.
12 MR. POPE: Chris Pope, IDology.
13 MS. HOLEVA: Cindy Holeva, IDology.
14 MR. FANNING: Thank you. Has everyone
15 signed the sign-in sheet, please. If you
16 haven't, please feel free to do so.
17 I have printed out the questions that
18 were submitted prior to this date, and I
19 don't think I made enough so I have some
20 coming back up for those who do not have
21 them.
22 One quick note that I want to share
23 with everyone. On late yesterday afternoon
24 one of the mandatory requirements, which is
25 mandatory requirement question number 8, 1 dealing with subcontracting; after
2 consultation with a State person and with
3 [indiscernible] we have decided to remove
4 that requirement from the Solicitation.
5 Later this afternoon a revised Solicitation
6 will be posted removing that requirement from
7 the Bid. So I just wanted to give you a
8 heads up on that.
9 Right now I'm going to open the floor
10 for everyone to ask questions on the
11 requirements, or anything else dealing with
12 this RFP. I just ask that you state your
13 name and state your company. If you would, 14 speak up so she can record it.
15 MR. MORRIS: Harold Morris with FICO.
16 You mentioned that there were 4.3 million
17 returns annually, 5 percent were sent for
18 identity verification. Are those rules, are
19 those rules being applied in batch or as the
20 returns are being submitted, one at a time or
21 in one large?
22 MS. UQDAH: As the returns are being
23 submitted.
24 MR. MORRIS: As, okay.
25 MS. UQDAH: One at a time.
1 MR. FANNING: Yes, ma'am.
2 MS. LAPP: Leanne Lapp, IBM. Those
3 numbers missing in the mandatory questions in
4 the scorecard, should we just omit those, or
5 are we missing numbers?
6 MR. FANNING: The way that the system
7 generates, each question is identified one
8 through whatever, and then they are split
9 out, depending on which section they follow.
10 Like with the mandatory form it starts and
11 stops with question number 12.
12 MS. LAPP: Uh-huh [affirmative
13 response].
14 MR. FANNING: You're not missing any
15 questions.
16 MS. LAPP: Okay good, thank you. Just
17 making sure.
18 MR. FANNING: Yes, sir.
19 MR. MORRIS: Harold Morris with FICO.
20 You mentioned that fraudulent schemes change
21 often. Does that mean you're going to be
22 updating the rules on a regular basis to
23 account for that and how often does that
24 happen typically?
25 MS. UQDAH: Today we update our rules
1 routinely as we identify new schemes or
2 patterns. So it can be -- there is no set
3 pattern, but it's updated dynamically
4 frequently.
5 MR. MORRIS: Harold Morris with FICO.
6 You said ten data sources. You're saying, 7 ten data sources, do you mean access to them
8 or already included as part of the package, 9 the data source system?
10 MS. UQDAH: We are looking for a
11 minimum of ten additional data sources in
12 addition to the data sources that we have.
13 MR. MORRIS: Okay.
14 MR. FANNING: One quick note. For
15 those of you who got the handouts and
16 everyone who doesn't I will make sure that
17 you get them. There was a question that was
18 submitted late and we did not get a chance to
19 do a response to that question, so I'm going
20 to put this question out there and see if we
21 can possibly get some more data.
22 The question was stated as
23 [indiscernible] and Georgia Technology
24 Authority Data Sharing Services, are the
25 business owners for the enterprise services
1 SOA Integration, and general middleware
2 standards for the State of Georgia, will DOR
3 provide a point of contact at GTA Data
4 Sharing Services, or at a minimum provide
5 additional clarification, such as a list of
6 products, for vendors to ensure proposing
7 solutions that are in alignment with these
8 service oriented architectures and integrated
9 capabilities?
10 I don't think we're going to have an
11 answer to that right now, but I will get an
12 answer to that and also get it posted and
13 have it sent out to everyone that’s on this
14 list.
15 MS. UQDAH: Yeah.
16 MR. FANNING: Yes, sir.
17 MR. MORRIS: Harold Morris with FICO.
18 I just wanted to clarify the question on the
19 data sources. You are looking for us to
20 identify ten additional data sources that you
21 would then use as part of your analysis, or?
22 I just want to kind of figure out, do we just
23 need to be able to connect with ten
24 additional, or you know, what do you mean by
25 ten additional data sources?
1 MS. UQDAH: Okay. Charlette Uqdah. We
2 gave some examples of some of our data
3 sources that we'd like to have available.
4 MR. MORRIS: Okay.
5 MS. UQDAH: So it will actually be ten
6 additional data sources, like public records, 7 incarceration information, things of that
8 nature, so that we're looking to expand what
9 we currently have.
10 MR. MORRIS: Okay.
11 MR. SMITH: Jim Smith with Experian.
12 Regarding question 35, I just have a two-part
13 question on that. What I wanted to ask was
14 will you consider other ways besides driver's
15 license and identity card checks in terms of
16 authentication, or is that -- do we have to
17 use those two?
18 MR. FANNING: Where are we?
19 MR. SMITH: I'm sorry, question 35.
20 There's a requirement for driver's license
21 and identity card to be part of the
22 verification process. We have some other
23 means of doing that. That's what I'm trying
24 to get at. Can we use that or no?
25 [Indiscernible colloquy]
1 MS. UQDAH: Saying that we would bar
2 anything else?
3 MR. SMITH: Just an example.
4 MS. UQDAH: Yes.
5 MR. SMITH: Okay, thank you, I
6 appreciate that clarification. The other
7 question I had on that was we wanted to
8 understand the arrest and incarceration
9 records. Do you intend to use the data in
10 terms of location of the individual or do you
11 need to see the entire record?
12 MS. CARROLL: Ideally we would like to
13 utilize that information just to determine if
14 a return should be filed for this individual
15 for this tax year. We do it because there
16 are schemes within the penitentiary system
17 where they are filing tax returns and these
18 people have not worked in society in over ten
19 years.
20 So that’s what we're looking for, just
21 be able to determine when a return comes in
22 should we be receiving something from this
23 individual.
24 MR. SMITH: So beyond location if
25 possible?
1 MS. CARROLL: Yes.
2 MR. SMITH: Okay, thank you.
3 MS. LAPP: Leanne Lapp with IBM.
4 There's a question in regard, well you state
5 in the RFP that the system will be housed by
6 GETS [phonetic], is that correct? Okay, it's
7 a two-part. And then also in the cost
8 breakdown spreadsheet it asks for hardware
9 costs. So are you asking for the hardware
10 requirements for the system to run on, that
11 you were going to -- sticking to the GETS
12 data centers?
13 MS. UQDAH: Yes.
14 MS. LAPP: Okay.
15 MS. UQDAH: The response to that is
16 yes. Right now our environment is hosted in
17 a GETS environment and it's our North Atlanta
18 Data Center. And the posted solution would
19 have to integrate or actually easily
20 interface with our existing integrated tax
21 system.
22 MS. LAPP: And I have a follow one to
23 that then. Does it -- do you need specs for
24 storage and networking as well, or just the
25 physical servers to run the system?
1 MS. UQDAH: Both. I'd say both.
2 MS. LAPP: Okay.
3 MR. FANNING: Yes, sir.
4 MR. DABRUZZI: Kyle Dabruzzi, Teradata.
5 You mentioned you want to store historical
6 data as part of the solution. Do you have an
7 estimate on data volume size and that
8 anticipated growth through the year?
9 MS. UQDAH: Annually we process three
10 million returns annually. We have looked at
11 that over the past four to five years and the
12 growth has been minimal.
13 MR. DABRUZZI: But I think the question
14 is more about data size.
15 MS. UQDAH: Data size.
16 MR. DABRUZZI: The size of the data, so
17 terabytes, gigabytes.
18 MS. UQDAH: Four and a half terabytes
19 today. Maybe two, two percent a year for growth.
20 MR. DABRUZZI: Thank you.
21 UNIDENTIFIED SPEAKER: Could you say
22 that again?
23 MS. UQDAH: Today we have about four
24 and a half terabytes of data for storage
25 today, and the growth is expected about two
1 percent per year.
2 [Indiscernible colloquy]
3 MS. LAPP: All right. There's a
4 question 18 in the mandatory scored
5 questions. It's one of the functional
6 questions. It's having to do with the
7 quizzes. Does the Offeror need to provide
8 the interface for the quizzes, or are we
9 integrating with it?
10 MS. UQDAH: We currently are not, no
11 longer using LexisNexis [phonetic], so right
12 now what we'd like to do is have the Offeror
13 provide a web-based interface for the quiz.
14 And it's using public data information as
15 well as some of our historical data, for
16 example [indiscernible].
17 MS. LAPP: Thank you.
18 MR. FANNING: Yes, sir.
19 MR. MORRIS: Harold Morris, FICO. I
20 just want to make sure. You said as the
21 returns are coming in they're being scored.
22 Do you have a modeling system in place, or
23 how do you gather attributes, or how do you
24 currently, you know, determine how they are
25 scored as they're being, come in? Is there a
1 technology or process? How does that
2 currently work?
3 MS. UQDAH: Today as returns are coming
4 in they are processed and we're using
5 historical data, external data sources, and
6 our internal fraud rules. Today we actually
7 don't score them. What we'd like Fraud
8 Management Solution to do is actually score
9 them for us using analytics.
10 MS. CARROLL: Right now we only truly
11 have the ability to kind of categorize them
12 as highly suspicious, low level or broad, but
13 no real score. Just to kind of help us
14 [indiscernible].
15 MR. SMITH: Jim Smith, Experian. Do
16 you have a desired implementation time line
17 more specifically in terms of you talked
18 about the new budget year and then being able
19 to move forward. Is there a desired
20 implementation time you have?
21 MS. UQDAH: Yes. We'd like to start on
22 the Fraud Management deployment by latest
23 June 1st and have it actually implemented
24 with our upcoming tax season, which starts
25 January 1st, 2016.
1 MR. SMITH: Thank you.
2 MR. FANNING: Yes, sir.
3 MR. MORRIS: You mentioned that you
4 needed the identity quiz to be web-based. Is
5 there any reason why you did not want any
6 mobile, enable a mobile, a mobile
7 application?
8 MS. UQDAH: We're not opposed to it
9 being a mobile application as well.
10 MR. MORRIS: Okay.
11 MS. UQDAH: I -- in the past we've had
12 a web interface, but we're not excluding
13 mobile if that capability is available and
14 offered.
15 MR. SMITH: Jim Smith, Experian. With
16 regarding question 19, intended use of the
17 data that’s stored, will it be used for any
18 other purpose with regard to privacy rights
19 or just, we want to make sure we understand
20 what the intent is there. Is it just on the
21 tax piece?
22 MS. UQDAH: That was question 19?
23 MR. SMITH: I'm sorry, question 19, 24 intended use of data that’s stored.
25 MR. RUTHERFORD: My question 19 is
1 about the identity quiz.
2 MS. UQDAH: Right. I have a different
3 question.
4 MR. SMITH: Oh, we might have
5 referenced the wrong one, I apologize. Can
6 you just comment on the data storage piece in
7 terms of is there anything beyond the tax
8 compliance area that you're looking at there
9 or is it specific to that?
10 MR. RUTHERFORD: In regards to?
11 MS. UQDAH: To data storage?
12 MR. SMITH: Yeah. This is any of the
13 historical data that’s stored, correct.
14 MS. UQDAH: Okay. The historical data
15 today is used as part of our returns
16 processing algorithm or workflow. We also
17 use it for compliance purposes as well.
18 MR. SMITH: Okay, thank you.
19 MR. PARAMANANDHAM: Can I say
20 something. I just want to make sure. That
21 storage area is used only for tax purposes, 22 nothing other than, other than that. Just
23 wanted to clarify.
24 MR. SMITH: Okay, thank you.
25 MR. FANNING: Yes, sir.
1 MR. HESTER: Yeah, Chris Hester with
2 FICO. .NET is the preferred platform you
3 guys specified. Is that the intended target
4 platform as well?
5 MS. UQDAH: It's preferred, but DOR's
6 preference to it was because we are on that
7 .NET platform today.
8 MR. HESTER: Okay.
9 MS. UQDAH: We are not excluding any
10 other various platforms that are offered. We
11 just wanted to put it out there that was our
12 preference.
13 MS. LAPP: Leanne Lapp, IBM. The GETS
14 contract is going to be utiliz- -- or the
15 data center will be utilized. Are you guys
16 open to a cloud infrastructure?
17 MS. UQDAH: In relation to a cloud
18 infrastructure, I think we had a question
19 related to that. The data for the Fraud
20 Management Solution is expected to be federal
21 tax information, and we are unaware of any
22 cloud-based facility that actually is
23 compliant with RS-1075 policy. So we're not
24 saying that we won't allow it, but it must be
25 RS-1075 compliant.
1 MR. FANNING: To caveat on that, if you
2 are proposing a cloud solution you must
3 provide documentation that you are -1075
4 compliant.
5 MS. LAPP: Okay, thank you.
6 MR. PARAMANANDHAM: I just want to make
7 sure, we cannot stop on the project. If you
8 are going through the process we should be
9 able to -- you should be already certified
10 before we start on the project. We can't
11 wait for you all to get certified so we can
12 do this project.
13 MR. FANNING: Yes, sir.
14 MR. MORRIS: It's probably in the
15 notes, but do you have a process around, what
16 you thought around proofing as you decide the
17 vendor? Do you have a proof concept process
18 in mind at this point, or would it require, 19 you know, staff to proof it out, or what is
20 your, do you have an idea on how that process
21 might work?
22 MS. UQDAH: You're talking about
23 possibly providing like a demonstration of --
24 MR. MORRIS: If you require it. I
25 don’t know what your process is for --
1 MS. UQDAH: Yes, we would like for
2 selected vendors to provide a proof of
3 concept or a demonstration. Actually
4 possibly review some of our prior data that
5 we have actually stopped and kind of review
6 that information as well just to provide
7 proof of concept.
8 MS. LAPP: So based on that will you be
9 doing a short list of select vendors to then
10 define one question? Leanne Lapp, IBM, 11 sorry.
12 MS. UQDAH: Yes.
13 MR. FANNING: If we get to the point.
14 Once the responses are submitted and the
15 evaluations are done and we get to a point
16 where we feel if we need to see these, we
17 will take them on a combined score basis.
18 The top, and that has not been decided yet
19 and won't be decided until we get to that
20 point. The top, just for argument's sake, 21 three scores. We will go with them to
22 negotiate and will get [indiscernible]
23 product.
24 MS. LAPP: Okay, thank you.
25 MR. FANNING: That's not in rock or
1 granite.
2 MS. LAPP: Okay, that's fine.
3 MR. FANNING: That's just for
4 argument's sake.
5 MS. LAPP: Okay, thank you.
6 MR. FANNING: Yes, sir.
7 MR. MORRIS: Harold Morris, FICO. Just
8 to verify, you said the impact analysis for
9 fraud rule changes, do you have a process for
10 that now or is it something you're trying to
11 do? You don't have a systematic way to
12 determine who changes rather than the
13 selection process will be done
14 [indiscernible] in place right now, or a
15 process or even systems?
16 MS. UQDAH: Well, what we pretty much
17 do today is we have different environments, 18 so we have a test staging and professional
19 environment, so we pretty much do that today
20 in a staging environment before we actually
21 move that change to production.
22 What we'd like to do with the Fraud
23 Management Solution is be able to have an
24 application that we can do it and actually
25 perform that same role in production and then
1 allow it to just go live.
2 MR. MORRIS: How long does that process
3 normally take right now to make a change?
4 MS. UQDAH: It depends on the severity.
5 We can actually do it overnight, we can do it
6 in a couple of hours. Today we can actually
7 put in changes dynamically and frequently.
8 MR. MORRIS: Harold Morris with FICO.
9 Is there a projected budget for this
10 proposal?
11 MR. FANNING: We have a guesstimated
12 budget, but it's actually going to depend on
13 what you guys come back with.
14 MS. LAPP: Does the budget include
15 software services and hardware?
16 MR. FANNING: Yes.
17 MS. LAPP: Okay. Leanne, sorry.
18 MR. FANNING: Yes, sir.
19 MR. LAWHEAD: Teddy Lawhead, Presidio.
20 Can you disclose what the estimated budget
21 is?
22 MR. FANNING: I can't. The
23 guesstimated budget is somewhere in the
24 neighborhood of 1.2 to 1.5 million dollars.
25 We'd like 1.2.
1 [Indiscernible colloquy]
2 MR. SMITH: Jim Smith, Experian. So
3 with regard to the estimated budget you have
4 up to four annual renewal periods. Is what
5 you're projecting for the length of the
6 project or what you are projecting for a
7 year-long project?
8 MR. FANNING: What we are projecting is
9 the cost of design and implementation;
10 design, equipment and implementation alone.
11 We know that after the initial year there is
12 maintenance and support and other services.
13 That's not included in that 1.2 now. We're
14 just looking at basic installment.
15 MR. SMITH: Thank you.
16 MS. UQDAH: I wanted to clarify too
17 that that guesstimated budget was for
18 software only, it did not include hardware.
19 And it was just an annual amount for the
20 initial first year.
21 MS. LAPP: Is there a services budget
22 for implementation?
23 MR. FANNING: Not yet, because we will
24 wrap it to a new fiscal year, so we are
25 hoping to have the funds for that at that
1 time.
2 Yes, sir.
3 MR. DABRUZZI: So to clarify that, the
4 estimated budget is for software only?
5 MS. UQDAH: Software only.
6 MR. DABRUZZI: Okay, I wanted to make
7 sure.
8 MR. FANNING: Is there anyone who did
9 not get the Q&A from this morning?
10 [Whereupon, documents are distributed to
11 offerors.]
12 MR. FANNING: Yes, sir.
13 MR. VIANO: Jeff Viano with Fast. With
14 regard to the bond, can you clarify that it's
15 mandatory for the entire contract amount, 16 that includes the option years?
17 MR. FANNING: No.
18 MR. VIANO: No. So the contract amount
19 is for the initial implementation services
20 and no --
21 MR. FANNING: Correct.
22 MR. VIANO: Okay.
23 MR. FANNING: Yes, sir.
24 MR. MORRIS: Harold Morris with FICO.
25 You mentioned something about the terms, that
1 you wanted annual financial in terms of a
2 contract and the option to renew. I mean you
3 did not want a, you know, three-year or for
4 benefits to have a longer term, you just want
5 to be able to go a year at a time, or what
6 was your --
7 MR. FANNING: Yes. The State cannot
8 obligate funds across fiscal years.
9 MR. MORRIS: Okay.
10 MR. FANNING: So we have to get to a
11 one-year contract then move on.
12 MR. FANNING: Yes, sir.
13 MR. LAWHEAD: Teddy Lawhead, Presidio.
14 On the performance bond --
15 MR. FANNING: Yes.
16 MR. LAWHEAD: -- did I hear somehow
17 that a letter from a bank or financial
18 institution would be another way to satisfy
19 that requirement?
20 MR. FANNING: Yes, a letter of credit
21 from your financial institution would satisfy
22 that requirement.
23 MR. LAWHEAD: Thank you.
24 MR. FANNING: Anymore questions before
25 we start to wrap up?
1 [No response]
2 MR. FANNING: Like I mentioned this
3 morning, the mandatory question number 8
4 regarding subcontracting being removed, a
5 revised Solicitation will be posted this
6 afternoon. When you go to make your
7 responses to the Solicitation, please make
8 sure that you are responding to the latest
9 version. I think, if I'm not mistaken, the
10 version that is active now is Version 4. We
11 had to make some changes to the date of bid
12 schedule, which required some additional
13 changes. The version that will be put out
14 this afternoon will be Version 9 [sic], and
15 it will have the change in the mandatory and
16 all of that good stuff.
17 Yes, sir.
18 MR. DABRUZZI: I'm sorry, one more
19 question. Assuming that the question and
20 answer period is extended until the 23rd, 21 which is what we have been told, is there an
22 estimate time line that we should expect for
23 responses from the State?
24 MR. FANNING: Yes, thank you. I should
25 have mentioned that. From this point the
1 question and answer period has been stretched
2 out from today because there were portions
3 from today to the 23rd of March, which is
4 next I think Tuesday at 4:00 p.m. Submit
5 your questions up until that date. We will
6 have responses to your questions no later
7 than the 25th. If for any reason we cannot
8 answer a question by the 25th that will
9 mandate us stretching out the proposal.
10 Like I say, just make sure that you
11 respond to the latest version. The version
12 that will be active today will be Version 5.
13 It will also have all the changes from, on
14 the mandatories.
15 If there is an issue with getting onto
16 the site please contact the DOR's help desk, 17 and I'm going to give you that number. It is
18 area code 404-657-6000. If there is an issue
19 with the site itself there is nothing that I
20 can do about it. They just have to maintain
21 that.
22 Responses as of right now are due in
23 March -- I'm sorry, April 3rd.
24 MR. LAWHEAD: Just for clarification, 25 the latest anticipated version was going to
1 be 9 or 5?
2 MR. FANNING: 5.
3 MR. LAWHEAD: 5.
4 MR. FANNING: No, if we have nine
5 versions of this thing something's wrong.
6 The closing date right now -- it's going
7 badly -- is April 3rd by 10:00 a.m. Once it
8 closes then we will go into our evaluation
9 process. Any questions?
10 [No response]
11 MR. FANNING: Did everyone sign in?
12 It's very important that you sign in. This
13 meeting is being recorded. The minutes from
14 this meeting will be provided and they will
15 be posted on the Georgia Procurement List by
16 Monday, posting this by Monday. So everyone
17 will have access to them. They will see
18 everything that was said and talked about in
19 this meeting.
20 Yes, ma'am.
21 MS. BARR: Joan Barr, Tax Processing
22 Systems. In the agenda you said two business
23 cards. Who are we to give those to?
24 MR. FANNING: If you have business
25 cards that’s wonderful, because not always
1 she can read our writing, especially mine.
2 If you will give those to Karen on your way
3 out that would be wonderful.
4 If there are no other questions, then
5 thank you all for coming, and good luck.
