About this opportunity

Frailey Township in Schuylkill County, Pennsylvania, is seeking sealed bids for the Clark Street Structure Replacement project over Good Spring Creek (Project No. 31198.20), which involves replacing an existing bridge with a precast reinforced concrete arch system. The project requires a single PennDOT prequalified contractor to complete comprehensive roadway and infrastructure work, including bridge removal, guide rail installation, excavation, asphalt paving, and erosion control. Bids will be received online via the PennBid Program until Monday, November 3, 2025, at 1:00 P.M., with bid results to be announced on Tuesday, November 4, 2025, during the township meeting. All bidding documents are available at no cost through http://PennBid.bonfirehub.com, and contractors must submit a bidder's bond or certified check for 10% of the total bid amount. Technical questions are due by 2:00 PM on October 29, 2025, and no bid may be withdrawn for 60 days after submission.

The contract has specific requirements for contractors, mandating that all bidders and subcontractors be PennDOT prequalified and comply with Pennsylvania prevailing wage regulations. The successful bidder must provide Performance and Payment Bonds, each for 100% of the Contract Price, with a corporate surety approved by the owner. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the project requires submission of various compliance documents, including a non-collusion affidavit, contractor integrity provisions, and Americans with Disabilities Act documentation. The project involves replacing a bridge with a 20'-0" span and 5'-0" rise, located within the 100-year floodplain of Good Spring Creek, with an estimated project area of approximately 0.4 acres. Although a specific budget range is not detailed, the comprehensive nature of the project—involving structural replacement, roadway reconstruction, and extensive engineering specifications—suggests a substantial infrastructure investment for Frailey Township.
