About this file

This is a Project Manual and Bidding Documents file for Frailey Township in Schuylkill County, Pennsylvania, for the Good Spring Park and Trail Phase III project (Project No. 0325-609023.20). The project involves site improvements including installation of a new picnic pavilion (20' x 30'), ADA-compliant access path, trees, split rail fencing, landscaping, drainage improvements, and associated concrete work. Major line items include concrete pads for the pavilion (104 square yards), access path (95 square yards), and sidewalk/porta-potty pad (92 square yards); picnic tables (5 units); grills with concrete pads (2 units); trash receptacles (2 units); dog waste station; shade and coniferous trees (14 total); and lawn restoration (400 square yards). Sealed bids will be received online via the PennBid Program until June 2, 2026, at 11:00 A.M., with public bid announcement during the regularly scheduled Township Supervisors meeting at 6:30 P.M. on the same date. Bid results will be posted online at http://PennBid.bonfirehub.com. Technical questions must be submitted by Wednesday, May 27, 2026, at 10:00 A.M. through the PennBid system. The project will be awarded to one contractor, with the Owner reserving the right to reject any or all bids and to waive informalities. Bids may be held for up to 60 days from the opening date for review and investigation of bidder qualifications prior to award.

Bidders must submit a certified check, bank draft, or satisfactory Bid Bond payable to Frailey Township in the amount of 10 percent of the total bid as bid security. The successful bidder will be required to furnish Performance and Payment Bonds, each in the amount of 100 percent of the Contract Price with a corporate surety approved by the Owner. Pennsylvania prevailing wage rates apply to this public works contract, and all submitted bids must be accompanied by a Public Works Employment Verification Form and a Non-Collusion Affidavit. Bidders must demonstrate authority to do business in Pennsylvania and comply with various state and federal requirements, including nondiscrimination provisions, the Americans with Disabilities Act, contractor responsibility program certifications, and illegal alien labor act compliance. No specific budget or funding source is identified in the advertisement, though the comprehensive scope of work suggests a significant municipal investment in park infrastructure improvements.
