About this opportunity

The South Carolina Department of Corrections is soliciting fixed-price bids for Structured Transitional Housing services for male and female youthful offenders under parole supervision, with sealed offers due September 22, 2026 at 10:00 a.m. to the Purchasing Branch at 4530 Broad River Road, Columbia.

The procurement establishes community-based residential facilities across four geographic regions — Low Country, Pee Dee, Midlands, and Upstate — to provide up to ninety nights of temporary housing while offenders pursue permanent placement. Offerors may bid for one or more regions where they operate facilities. The SCDC's Division of Young Offender Parole and Reentry Services retains discretion over facility designation and resident placement.

Facility operators must own or lease properties in compliance with local zoning; provide adequate furnishings, bedding, dining and bathroom facilities, temperature control, and proper ventilation; maintain current insurance; pass NCIC background checks meeting specified criminal history standards; and maintain open communication with Intensive Supervision Officers. Facilities housing sex offenders must obtain a letter from the county sheriff.

The daily maximum reimbursement rate is capped at $30.00 per offender, with monthly facility rates not to exceed $2,400.00 in any twelve-month period. The initial contract term is one year with four optional one-year renewals, for a maximum five-year contract life. No new providers will be added during the final contract year. Award will be made to all responsive and responsible offerors meeting the specified requirements; the State will not guarantee a minimum number of referrals or funding levels.

Questions from offerors must be received by September 9, 2026 at 2:00 p.m. Award will be posted September 29, 2026 at www.procurement.sc.gov. Multiple awards are anticipated across the four regions.
